Performance
Scan speeds for manual-feed scanners are of limited use, as much depends on how fast you can feed the paper into the scanner. I timed scans using FineReader at the default 300 dpi resolution and grayscale mode. For simplex scans, it averaged 13.5 seconds to scan and process a page before it would accept and scan another page, for a clip of 4.4 pages per minute (ppm). With duplex scanning, it averaged 16 seconds per page, or 7.6 images per minute (ipm), with each side of the page counting as an image. Both times are marginally slower than the Plustek MobileOffice D412 , and considerably slower than the Editors' Choice Canon imageFormula P-215 Scan-tini Personal Document Scanner ($325 direct), which averaged 6.3 ppm and 12.6 ipm in simplex and duplex scanning, respectively.

In our OCR testing using Abby FineReader ?(the one real "keeper" software program included in the bundle), the D430 did particularly well with Times Roman, reading the text perfectly at all sizes down to 5 points. With Arial, it made a single mistake at both 10 points and 8 points, but read all text cleanly at 6 points. It did a so-so job on business-card scanning; it was mistake free on a few cards, but most had at least two mistakes.

The D430 is a worthy scanner, suitable for its intended role. It's best for scanning loose paper and one- or two-sided single-page documents in addition to ID cards, as it lacks an automatic document feeder (ADF). UK's energy policy 'unworkable'

MPs have accused the Treasury of making the government's clean energy revolution unworkable and creating the risk of higher household bills.

They said Treasury changes to the draft Energy Bill will increase the risk of borrowing for investors.

They added that it would put up the cost of renewable and nuclear power, with customers bearing the extra cost.

A Treasury spokesman said the aim was to achieve government goals while protecting businesses and consumers.

Tim Yeo, chairman of the energy and climate change select committee, said: "The Treasury has clearly intervened in the draft bill in a way that will put up bills to consumers and put off investors by increasing their risks.

"This is exactly the opposite of what the Treasury says it wants," he told BBC News.

It is the latest in a series of exchanges between the committee and the Treasury.

Mr Yeo recently criticised Chancellor George Osborne for, in his view, trying to undercut subsidies to onshore wind - the cheapest option of expanding the UK's renewable energy portfolio.

Policy worries

The MPs wanted Treasury ministers to answer questions about their influence on energy strategy, but they declined.

A Treasury source said it would be inappropriate for ministers to be questioned at this stage in parliamentary proceedings.

The committee has two major worries about the finance department's impact on the draft bill.

The first is about the long-term contracts for developers who are being asked by the government to plough billions in the UK's low-carbon infrastructure.

Originally, the Department of Energy and Climate Change (Decc) said the government would guarantee the contracts, thereby reducing the risk for investors and allowing them to borrow large amounts at a low rate of interest.

But the Treasury has since ruled that the government will not be the guarantor.

"This will result in higher borrowing costs, and make banks less likely to make loans," observed Mr Yeo. "It makes no sense."

Jerome Guillet, from Green Giraffe Energy Bankers - an international advisory firm - said: "The government keeps trying to come up with complicated ways of disguising the fact that it's subsidising nuclear and renewables.

"In fact it is continuing to subsidise them but the complications are making the financing more and more expensive," he told BBC News.

Does the cap fit?

The MPs' second worry is over the ongoing consumer subsidy to renewable and nuclear power generators, which are needed for the UK to meet its legally binding targets.

The Treasury says the subsidy will be limited to hold down the cost to consumers - but it won't reveal the size of the future cap.

"This is another thing that's putting up the risk for investors and increasing the cost of energy projects," said Mr Yeo.

"This is really counter-productive. How can investors be confident in planning long-term projects which will rely on price support if the government might turn round and say 'sorry, the cash has run out'. This is another perverse effect."

Mr Yeo is also fighting Treasury attempts to impose big cuts in subsidies to onshore wind farms.

'Don't like turbines'

"The chancellor is being urged by backbenchers to make major cuts to the support for onshore wind. That would cause serious damage to the industry.

"This is another thing that will have a perverse effect because onshore wind is the cheapest way of meeting our renewables targets," he said.

"Under the guise of reducing bills for consumers, the chancellor will actually be increasing consumers' bills.

"I don't know if the back-benchers realise this but surely the Treasury does - yet it keeps pressing on with an action that's clearly political to assuage MPs who don't like turbines in the countryside."

A Treasury spokesman said: "We have conversations will all departments because of the nature of what Treasury does - but we don't answer questions about other departments' policies," he said.

He also pointed out that the Treasury had introduced the controversial carbon price floor to push up the cost of fossil fuel generation, with the aim of making alternative low-carbon energy sources more attractive economically.

CBI director-general John Cridland said major energy investments were "hanging on critical decisions" that the government had to take.

"If they are to plan long-term investments, businesses need to know what the electricity market will look like in years to come," he said.

As to biographical information, i. e., who I am; well I'm still trying to figure that one out. For more than half a century, I've hidden behind words, first as a news and sports reporter with a BS in Journalism from UT-Knoxville, my hometown.

Following that career, a quarter century was spent writing historical non-fiction. So, it was with a lot of naivet? and way too much self confidence that I decided some five years ago to write a novel, a mystery. I managed to get a well-known mystery writer with some forty books published to review my first manuscript. He sent me an eleven-page, single spaced letter. The first page and a half told me what I had done correctly. The other nine and a half pages listed the things I needed to learn. I am still learning.



CREATIVE WRITING; AN ATTEMPT TO SATISFY PERSONAL CURIOSITY

An insatiable curiosity has plagued me since early childhood. Much to ?Santa?s? chagrin, interest was soon lost in merely winding up his gift of a toy train and watch it roll around an oval track. Taking apart the locomotive proved to be more fun. The innards of wind-up alarm clocks also became a favorite target. How?d they work?


This curiosity never waned. But people rather than mechanical things became the focus later in life when joining the working world as a news reporter, a craft governed by the five Ws of Journalism 101: who, what, where, when, and why. It was an easy life. Go out, get the facts, write the story, and move on. There were times, however, when the five Ws of a story satisfied the city editor, but not my curiosity.


A typical story of the day might be: A local businessman, traveling alone near midnight on a winding country road south of the city, was fatally injured when his car left the road and smashed into a tree.? There was no evidence of another vehicle involved, or that the man was intoxicated. The county sheriff?s deputies who handled the accident concluded it was simply a matter of driving too fast on a narrow road and losing control.


The news story would cover the five Ws. But such an incident was only one moment in a man?s life. What was the rest of his story? What was going on in his life that led him to be in that part of the county, over thirty miles away from both his home and business, at that time of night, and driving so fast? In the harried cycle of daily publication, those type stories disappeared into the realm of yesterday?s news, but they served to heighten my curiosity. ?Why?d he do that??


My curiosity stayed with me during the years after leaving the?newspaper business, a time devoted to writing historical non-fiction.? This exercise was a more relaxed, slower process that allowed digging longer and deeper. Documentation could be found that included the location of every piece of field artillery used in a specific Civil War battle. However, in most cases, no amount of research unearthed an explanation for what motivated the men involved to made the decisions that led to the battle, or why they did what they did during it.? ?Why?d they do that??


After giving in to the persistent urging of family and friends to try my hand at creative writing, the first step back into that realm since college, the question became: how does one go about writing a novel?
Personal mentoring was combined with reading a lot of ?how-to? books.? Several contained the phrases, ?Write what you like,? and ?Write what you know.?


Reading has never been considered a sprint race. A wham, bam, thank you, ma?am story without any explanation for the wham or the bam is not that satisfying. Those that made the biggest impression, the ones remembered, were those that told the entire story. They sated my curiosity within the context of the story. They did not make me stop and ask the question, ?Why?d he or she do that??


What was known is that each individual existence is the sum of all that has been experienced, a list of things so numerous and varied it defies enumeration. In the aggregate, these experiences define each person as distinctly as do fingerprints. Some part of that experience becomes the why, the reason a person says or does something at a given moment in their lives.


After seventy plus years of traveling along life?s road, a wealth of first-hand experience existed that spanned the spectrum from moments of happiness, joy, and contentment to encounters with unseen potholes; some small, of minor consequence, others jarringly deep, and life changing. They were viewed as explanations for the whys that followed.


So why not use that personal experience, at least in a fictional world, as a way to satisfy my curiosity about human nature? It would more than the creation a cast of characters to be plugged into a plot.? The story would be built around events, good and bad, that can affect a life. They would become the explanations for why things happened.? The characters and plot would be vehicles to tell the story.


This approach to creative writing now occupies much of my time; too much, if you ask my friends.? Some say it?s become an obsession. Others have called it a form of exorcism. Neither opinion has been rebutted.? It?s a slow process, one that would never support a book-a-year schedule.


It slow because finding the answer to the question, ?Why?d he do that?? has proven to be far more difficult than assumed. It?s a complicated puzzle with many more pieces than first envisioned.? Looking for it, based on personal experience, is at times as difficult as looking for it in historical documents. The approach requires pulling memories and feelings off a back shelf of the mind and spending a lot of time thinking about another question.

Bomb kills men at heart of Assad rule as Syria fight rages

BEIRUT/AMMAN (Reuters) - A suicide bomber killed three of Syrian President Bashar al-Assad's top military officials on Wednesday, security sources said, the worst blow to Assad's high command in the country's 16-month-old rebellion.

The bomb killed Assad's powerful brother-in-law, the defense minister and a top general, bringing the battle to the heart of Assad's powerbase and sparking fighting across Damascus.

Residents, fearing fierce retaliation by Assad's forces, said army helicopters fired machineguns and in some cases rockets at several residential districts. Television footage showed rebels storming a security base in southern Damascus.

The bomber, said by a security source to be a bodyguard assigned to Assad's inner circle, struck a meeting in central Damascus attended by ministers and senior security officials as battles raged within sight of the nearby presidential palace.

Washington, which fears a spillover into neighboring states, said the situation seemed to be spinning out of control. Russian Foreign Minister Sergei Lavrov said "the battle for the capital, the decisive fight" was under way. The U.N. Security Council put off a scheduled vote on a Syria resolution.

State television said Defense Minister Daoud Rajha and Assad's brother-in-law Assef Shawkat, the deputy defense minister, had been killed in a "terrorist bombing" and pledged to wipe out the "criminal gangs" responsible.

It said General Hassan Turkmani, a former defense minister and senior military official, had died later of his wounds. Intelligence chief Hisham Bekhtyar and Interior Minister Mohammad Ibrahim al-Shaar were wounded but were "stable".

The men form the core of a military crisis unit led by Assad to take charge of crushing the revolt which grew out of a popular protests inspired by Arab Spring uprisings that unseated leaders in Tunisia, Egypt and Libya.

"I heard...a loud explosion but it was not a very big bang. I went down to take a look and I saw a lot of men in plain clothes with rifles," one resident near the scene told Reuters by telephone. She said windows on the third floor of the national security building were shattered.

Assad did not appear in public in the hours after the attack or make any statement, but security sources said he was not at the meeting where it took place.

The armed forces chief of staff, Fahad Jassim al-Freij, quickly took over as defense minister to avoid giving any impression of official paralysis.

"This cowardly terrorist act will not deter our men in the armed forces from continuing their sacred mission of pursuing the remnants of these armed terrorist criminal gangs," Freij said on state television. "They will cut off every hand that tries to hurt the security of the nation or its citizens."

The explosion appeared to be part of a coordinated assault on the fourth day of fighting in the capital that rebel fighters have called the "liberation of Damascus" after months of clashes which activists say have killed more than 17,000 people.

It began early on Wednesday with fighting around an army barracks in the district of Dummar, hundreds of meters from the presidential palace, and was followed by blasts close to the base of the elite 4th armored division in the southwest. The unit, led by Assad's brother Maher, has been instrumental in crushing protests around Syria.

"This is a situation that is rapidly spinning out of control," U.S. Defense Secretary Leon Panetta said, calling for maximum global pressure on Assad to step down.

Panetta said Assad's government would be held responsible if it failed to safeguard its chemical weapons, which Western and Israeli official have said have been moved from storage sites.

"DECISIVE BATTLE"

A video posted by activists who said it was filmed in the southern Qadam district showed at least two bodies lying in pools of blood and one rebel commander said at least 45 civilians had been killed in Damascus on Wednesday.

He did not give a figure for rebel or army casualties. The figure could not be confirmed. The Syrian government restricts access by international journalists.

Western leaders fear the conflict, which has been joined by al Qaeda-style Jihadists, could destabilize Syria's neighbors - Israel, Lebanon, Turkey, Iraq and Jordan.

Syrian Information Minister Omran Zoabi blamed Western and Sunni Arab governments for the crisis. "They are responsible for every drop of blood. And they will be accountable," he said.

"I stress to them that this is the decisive battle in all of Syria," Zoabi said on state television.

Rebels say they have brought reinforcements from outside the city to end four decades of rule by the Assad family by attacking the power base of the ruling elite for the first time.

Syrian forces hit rebel positions across the capital after the attack on the security meeting, with activists saying government troops and pro-government militia were flooding in.

State television broadcast footage it said was filmed on Wednesday showing men in blue army fatigues ducking for cover and firing - the first time official media has shown clashes in the heart of the capital.

REBEL CLAIMS

Two rebel groups claimed responsibility for the attack on the security meeting.

"This is the volcano we talked about, we have just started," said Qassim Saadedine, a spokesman for the Free Syrian Army, a group made up of army defectors and Sunni youths.

Liwa al-Islam, an Islamist rebel group the name of which means "The Brigade of Islam", said it had carried out the attack after weeks of planning and gave a different version of events.

"Our men managed to plant improvised explosives in the building for the meeting. We had been planning this for over a month," a spokesman for the group, who asked to be identified as Abu Ammar, said by telephone. State television said earlier that it was a suicide bombing.

"The terrorist explosion which targeted the national security building in Damascus occurred during a meeting of ministers and a number of heads of (security) agencies," it said.

Fighting also erupted overnight in the southern neighborhoods of Asali and Qadam, and in Hajar al-Aswad and Tadamon - poor, mainly Sunni Muslim districts housing Damascenes and Palestinian refugees.

Assad and the ruling elite belong to the minority Alawite sect, an offshoot of Shi'ite Islam that has held power in Syria since a 1963 coup.

The elite has endured more than a year of rebellion but recent high level defections signaled support beginning to fall away.

Two Syrian brigadier-generals were among 600 Syrians who fled from Syria to Turkey overnight, a Turkish official said on Wednesday, bringing the number of Syrian generals sheltering in Turkey to at least 20.

OPPOSITION CAUTIOUS

In Damascus, government troops used heavy machine guns and anti-aircraft guns against rebels moving deep in residential neighborhoods, armed mostly with small arms and rocket-propelled grenades.

Rebels directed their fire overnight at a headquarters for pro-Assad militia, known as shabbiha, drawn mainly from Alawite enclaves in nearby hills.

Rebel fighters have called the intensified guerrilla attacks in recent days, which have targeted shabbiha buses, unmarked intelligence patrols and armored vehicles in the capital, the battle "for the liberation of Damascus".

Still, opposition figures did not predict sudden victory.

"It is going to be difficult to sustain supply lines and the rebels may have to make a tactical withdrawal at one point, like they did in other cities," veteran opposition activist Fawaz Tello said from Istanbul.

"But what is clear is that Damascus has joined the revolt," Tello, a Damascene, told Reuters. "By hitting well known Sunni districts of the city, such as Midan, the regime is exposing the sectarian nature of the crackdown."

But are we ready to take on such responsibilities? The study identifies the key priority areas, critical roadblocks and interventions expected from the government for the Indian construction industry to match up global standards.

Now, University of Missouri scientists have found a more efficient way of targeting prostate tumors by using gold nanoparticles and a compound found in tea leaves. This new treatment would require doses that are thousands of times smaller than chemotherapy and do not travel through the body inflicting damage to healthy areas.

The study is being published in the Proceedings of the National Academy of Science.

"In our study, we found that a special compound in tea was attracted to tumor cells in the prostate," said Kattesh Katti, curators' professor of radiology and physics in the School of Medicine and the College of Arts and Science and senior research scientist at the MU Research Reactor. "When we combined the tea compound with radioactive gold nanoparticles, the tea compound helped 'deliver' the nanoparticles to the site of the tumors and the nanoparticles destroyed the tumor cells very efficiently."

Currently, doctors treat prostate cancer by injecting hundreds of radioactive 'seeds' into the prostate. However, that treatment is not effective when treating an aggressive form of prostate cancer, said Cathy Cutler, research professor at the MU Research Reactor and co-author of the study. The size of the seeds and their inability to deliver effective doses hampers their ability to stop the aggressive form of prostate cancer.

In the study, the MU scientists created nanoparticles that are just the right size. Instead of hundreds of injections, the team only used one or two injections, and the nanoparticles were more likely to stay very close to the tumor sites.

Cutler and Katti have been working with colleagues Raghuraman Kannan, Anandhi Upendran, Charles Caldwell as well as others in the Department of Radiology and at the MU Research Reactor to develop and design the nanoparticles to the correct shape and size to treat prostate cancer. If the nanoparticles produced are too small, they can escape and spread; if they are made large enough, the nanoparticles will stay inside the tumor and treat it much more effectively than current methods.

"Current therapy for this disease is not effective in those patients who have aggressive prostate cancer tumors," Cutler said. "Most of the time, prostate cancers are slow-growing; the disease remains localized and it is easily managed. Aggressive forms of the disease spread to other parts of the body, and it is the second-leading cause of cancer deaths in U.S. men. However, we believe the gold nanoparticles could shrink the tumors, both those that are slow-growing and aggressive, or eliminate them completely."

"This treatment is successful due to the inherent properties of radioactive gold nanoparticles," Kannan said. "First, the gold nanoparticles should be made to the correct size, and second, they have very favorable radiochemical properties, including a very short half-life."

With a half-life of only 2.7 days, the radioactivity from the gold nanoparticles is finished within three weeks.

"Because of their size and the compound found in tea, the nanoparticles remain at the tumor sites," Upendran said. "This helps the nanoparticles maintain a high level of effectiveness, resulting in significant tumor volume reduction within 28 days of treatment."

In the current study, the team tested the nanoparticles on mice. Prior to human trials, the scientists will study the treatment in dogs with prostate cancer. Prostate cancer in dogs is extremely close to the human form of the disease.

"When it comes to drug discovery, MU is fortunate because we have a combination of experts in cancer research, animal modeling, isotope production and nanomedicine, and state-of-the-art research infrastructure to take discoveries from 'the bench to the bedside' and never leave campus," Katti said. "For example, we developed the nanoparticles here at our research reactor, which is one of the few places in the world that produces therapeutic, clinical grade radioisotopes. We then tested the radioactive gold nanoparticles in small animals in collaboration with other radiology researchers using testing facilities located at the Harry S. Truman Veterans Hospital. Our next steps include partnering with the College of Veterinary Medicine to treat larger animals with the hopes of having human clinical trials, held on our campus, soon."

Katti, Cutler, Kannan, Upendran and Caldwell were joined in the study by Ravi Shukla, Nripen Chanda and Ajit Zambre, all from the Department of Radiology.

Apple reboots green-machine program

Apple rejoined the EPEAT environmental ratings system on Friday, acknowledging that its decision to stop participating in a program that rates the green credentials of electronic products was a mistake.

The about-face came after reports that various government agencies and schools that use the EPEAT (Electronic Product Environmental Assessment Tool) certification system were considering dropping Apple?s products, which include Macintosh computers and iPads.

?We?ve recently heard from many loyal Apple customers who were disappointed to learn that we had removed our products from the EPEAT rating system. I recognize that this was a mistake,? senior vice president of hardware engineering, Bob Mansfield, said in a letter on Apple?s website.

Apple has in the past year touted its own green credentials, most recently by announcing an internal initiative to use cleaner energy sources for its data farms in North Carolina.

EPEAT bills itself as a global registry to which consumers can turn for information when shopping for greener electronics. According to EPEAT?s website, its users include federal and state government agencies, colleges, and several private corporations such as Ford Motor Co. and KPMG.

Apple?s decision this month to stop participating in the registry would have affected computer-related purchasing decisions by governments and universities because many of them are required to use hardware that has been rated by EPEAT.

The city of San Francisco, for example, has a policy that its computers, laptops and monitors must be EPEAT ?gold? rated.

Customers reached out to Apple directly, which played a ?critical part? in getting Apple back on the registry, said EPEAT Chief Executive Robert Frisbee.

Kelly Hu to Play DC Villain China White

Comic-Con News:?At the panel for the CW?s new Arrow TV series, which is based on DC?s Green Arrow comic, it was announced that Kelly Hu, who played opposite Sammo Hung in the late lamented CBS series Martial Law and Lady Deathstrike in X2: X-Men United, will portray the villainous drug dealer China White in a guest star appearance on the CW?s Arrow.

China White is a major heroin trafficker, who made her initial appearance in the 2007 Green Arrow miniseries Green Arrow: Year One by Andy Diggle and Jock.?She leads a major South Pacific drug cartel and will likely prove to be a formidable foe for Oliver Queen (Stephen Arnell) in the CW series that debuts this fall.

NFL: Permian grad Bird primed for second season with Chargers

Bront Bird will soon be fighting for his NFL life.

The 23-year-old Permian High School graduate had a decent rookie season with the San Diego Chargers last year. He appeared in nine games before a season-ending knee injury, mostly playing special teams, and made at least one tackle in seven of those games.

Now Bird is preparing for his second season with the Chargers, who open preseason training camp July 25. The 6-foot-4, 245-pound inside linebacker will be earning the league minimum in terms of salary and isn?t assured of making the active roster out of camp, but he feels good about his chances.

?There?s definitely no guarantees in the NFL unless you?re getting paid 10 million dollars a year,? Bird said Friday from San Diego. ?But I know what I can do and know I?m a lot more advanced than I was last year. When they brought me up (from the practice squad) and I did get to play, I played well.?

Bird was signed by the Chargers as an undrafted free agent on July 26, 2011, one day after the end of an owners? lockout that lasted more than four months. The former Texas Tech standout didn?t have the benefit of participating in organized team activities or minicamp and, because preseason camp was abbreviated, Bird said the entrenched starters got most of the repetitions and attention from coaches.

This offseason has been much more productive for Bird, who said he?s recovered from his right knee sprain and is leaner, stronger and faster than he was in 2011. He?s been working out at the Chargers? facilities and with right guard Louis Vasquez, Bird?s former teammate at Texas Tech and neighbor in San Diego.

Bird, who played in a 4-3 defense with the Red Raiders, said he?s also more versed in the Chargers? 3-4 scheme. The Chargers? new defensive coordinator is former linebackers coach John Pagano, which has made for a smooth transition.

?I?ve about got the defense down now, so that?s definitely nice,? Bird said. ?Whenever you learn the defense to a T like that, you?re able to just play so much faster and without any hesitation. I think that would be the biggest difference.?

Bird said he hopes to continue excelling on special teams and take advantage of the opportunities he gets on defense, much like he did last year. Six of his 14 tackles last year came in a 34-14 win against the Baltimore Ravens, and five of those tackles were of the solo variety.

Bird already has taken advantage of the Southern California climate, which he described as ?70 degrees and sunny every day.? He said it?s been much more pleasant than the triple-digit temperatures he endured in Odessa earlier this month, when he returned home to visit family and friends.

His round of golf at Torrey Pines South, the San Diego-area course where Tiger Woods won the U.S. Open in 2008, wasn?t so enjoyable. Bird said he had been consistently shooting in the high 80s at other courses but guessed he shot ?way over 100? at Torrey Pines.

?I honestly gave up on keeping score. I don?t know what I shot,? Bird said. ?It was so hard it made me never want to play golf again.?

At least Bird has football to fall back on. He said the Chargers, who finished 8-8 last year and narrowly missed an AFC playoff berth, are poised for a solid season after making some additions through the draft and free agency.

Bird hopes to be a big part of that, and he can prove his worthiness soon enough.

?We?ll see,? he said. ?I?m pretty confident in myself.?
