Brace yourselves: What to expect in sequestration

The Senate on Thursday voted to reject all proposals for an alternative deficit-reduction plan that would avoid sequestration, a process that will trim $85 billion in across-the-board spending from the federal budget this year.

Barring a sudden and unexpected outbreak of bipartisan cooperation (LOL) over the next 12 hours, most federal departments on Friday will begin the process of shaving about 2.5 percent from their projected budgets as part of the sequestration order. Over the next decade, if the policy remains in effect, the federal government will spend about $1.2 trillion less than projected, although spending will still increase over that time.

There has been a lot of noise coming from Washington about the consequences of the sequestration plan, which was originally voted into law in 2011 to encourage lawmakers to pass a "grand bargain" replacement that would achieve the same amount of deficit reduction.

The White House on Sunday released an alarming state-by-state breakdown of possible consequences if sequestration occurred. Hawaii Democratic Gov. Neil Abercrombie warned that Pearl Harbor would be less secure. California Democratic Rep. Maxine Waters cautioned that "over 170 million jobs" were at risk. (That would mean negative employment, considering there aren't even that many jobs right now in the U.S.) In all likelihood, sequestration will not be nearly as bad as advertised, something even President Barack Obama suggested Wednesday night.

In seeking an alternative, lawmakers failed to bridge the divide between the Democrats' demand for more tax increases and the Republicans' insistence that the deficit be narrowed by cutting spending alone. On Thursday?one day before the deadline?Senate Majority Leader Harry Reid put a Republican bill and a Democratic bill on the floor to avoid sequestration. Both failed. (Even if the Republican version had passed, Obama had already vowed to veto it anyway. If the Democratic bill passed, the House would likely have rejected it.)

Washington has long known that this day would come. But instead of working in recent weeks to replace the across-the-board-style cuts with smarter methods of achieving some deficit reduction, the parties waged a public relations campaign against each other. Republicans focused on ensuring that Democrats took the blame for proposing the sequestration idea in the first place. Democrats worked to highlight the potential impact the cuts would have on federal services across the country, and accused Republicans of protecting tax loopholes for wealthy Americans at the expense of everyone else.

Regardless of who is really to blame, the deadline is here and sequestration will happen. What does that mean for most Americans? Actually, not much, at least in terms of effects people will immediately see and feel.

Yes, federal agencies will be forced to do more with a bit less. Over the past few months, everyone from Capitol Hill aides, military servicemembers, federal workers and government contractors have been told to prepare for cuts. If you fall into any of those camps, Washington's inaction will likely have an effect on your bottom line. Civilian employees who work with the U.S. military may not secure as many contracts in the year ahead, for instance, and anyone who works under most federal agencies will be forced to prioritize their department's spending.

There are also plans to furlough workdays for some federal employees, so some can prepare for three-day weekends?but in return for less take-home pay. State and local government employees will also face budget hurdles as part of sequestration. State governments will have fewer federal dollars to subsidize local projects. Federal grants will become more competitive and federal loans could become more scarce.

But here's the good news: Congress can vote at any time to replace the sequester with an alternative. The March 1 deadline merely sets the process into motion, and it will be gradual?perhaps so gradual that most people won't even notice.

As Obama put it this week, sequestration is ?not a cliff, but it is a tumble downward.? There will be plenty of branches along the way for lawmakers to latch onto. The question is, how far will they let the country tumble before they finally grab one?

(AP) ? New U.S. Secretary of State John Kerry says the time has passed for Syrian President Basher Assad to leave power.

His first official meetings with France's leadership come amid increasing efforts by both countries to bolster Syria's opposition.

Kerry met Wednesday with French President Francois Hollande in Paris, chatting in French on the front steps of the Elysee Palace.

The war in Syria and Iran's nuclear program have topped the agenda of Kerry's tour of Europe and the Middle East.

Officials in the United States and Europe said Tuesday the Obama administration is nearing a decision on whether to provide non-lethal assistance to carefully vetted fighters opposed to Assad.

"We are examining and developing ways to accelerate the political transition that the Syrian people want and deserve," Kerry said.

Cuba says cigar sales $416 million last year

HAVANA (AP) ? Cuban cigar sales rose last year despite the ongoing economic crisis in some of the most important European markets including No. 1 buyer Spain, state-run tobacco company officials said Tuesday.

Sales totaled $416 million in 2012, Habanos SA representatives told reporters at a smoky press conference held to kick off Cuba's Cigar Festival in a Havana convention center. That was up from $401 million the previous year.

Some 1,500 participants from 70 countries were attending the island's 15th annual stogie-fest, which will include a sommelier contest, an exhibition of tobacco-infused cooking and an auction of humidors that can fetch hundreds of thousands of dollars apiece.

Officials are also trying out a humidor raffle this year with 1,000 tickets being sold at $100 a pop and the proceeds benefitting Cuba's health system.

German tennis great Boris Becker, Cuban crooner Omara Portuondo and a trio of former NBA players including Seattle Supersonics star Gary Payton are among the announced celebrity invitees.

Spain, which is currently suffering from a 26 percent unemployment rate, continues to be the top importer of Cuban cigars, although officials said sales there were hurt by economic woes.

That was offset by a 6 percent uptick in China, the No. 3 buyer and an increasingly important market for cigars.

Washington's 51-year economic embargo prohibits Cuban cigars from being imported to the United States.

Novel combination therapy shuts down escape route, killing glioblastoma tumor cells

Feb. 26, 2013 ? Glioblastoma, the most common and lethal form of brain tumor in adults, is challenging to treat because the tumors rapidly become resistant to therapy. As cancer researchers are learning more about the causes of tumor cell growth and drug resistance, they are discovering molecular pathways that might lead to new targeted therapies to potentially treat this deadly cancer.

Scientists at the Ludwig Institute for Cancer Research in San Diego worked collaboratively across the laboratories of Drs. Paul Mischel, Web Cavenee and Frank Furnari to investigate one such molecular pathway called the mammalian target of rapamycin or mTOR. This signaling pathway is hyperactivated in close to 90 percent of glioblastomas and plays a critical role in regulating tumor growth and survival. Therapies that inhibit mTOR signaling are under investigation as drug development targets, but results to date have been disappointing: mTOR inhibitors halt the growth, but fail to kill the tumor cells.

A study published this week in the Proceedings of the National Academy of Sciences uncovers an unexpected, but important molecular mechanism of mTOR inhibitor resistance and identifies a novel drug combination that reverses this resistance.

The story begins with a closer look at a gene-encoded protein called promyleocytic leukemia gene or PML. The study investigators explored the role of PML in causing resistance to mTOR inhibitor treatment. They found that when glioblastoma patients are treated with drugs that target the mTOR pathway, the levels of PML rise dramatically. Further, they showed that PML upregulation made the tumor cells resistant to mTOR inhibitors, and that if they suppressed the ability of the tumor cells to upregulate the PML protein, the tumor cells died in response to the mTOR inhibitor therapy.

"When we looked at cells in in vivo models and patients treated in the clinic, it became clear that the glioblastoma cells massively regulated PML enabling them to escape the effects of mTOR inhibitor therapy," reported senior author Paul Mischel, MD, Ludwig Institute member based at the University of California at San Diego.

"Our team hypothesized that if we could use a pharmacological approach to get rid of PML and combine it with an mTOR inhibitor, it could change the response from halting growth to cell death. The question was how?" added Mischel.

Previous research had shown that the use of low-dose arsenic could cause degradation of the PML protein in patients with leukemia. The team hypothesized that if arsenic could degrade PML, it may reverse resistance to mTOR inhibitors. The combination of mTOR and low-dose arsenic in mice indeed showed a synergistic effect, with massive tumor cell death along with very significant shrinkage of the tumor in mice with no ill side effects.

"Current therapy upregulates PML, turning off the mTOR signaling pathway. The tumor cells hide, waiting for the target signal to return," said Mischel. "When low-dose arsenic is added, not only does it stop the cell from returning, it shuts down the escape route killing the tumor cell."

These results present the first clinical evidence that mTOR inhibition promotes PML upregulation in mice and patients, and that it mediates drug resistance. The clinical relevance was confirmed when researchers looked at before- and after-treatment tissue samples from patients treated with mTOR inhibitors, confirming that PML goes up significantly in post treatment of mTOR inhibitors.

"These data suggest a new approach for potential treatment of glioblastoma," said Mischel. "We are moving forward to test that possibility in people."

Post-doctoral students Akio Iwanami and Beatrice Gini from the Mischel lab, as well as Ciro Zanca from the Furnari/Cavenee lab also contributed significantly to this paper.

Jordan: No news of activist held in Saudi Arabia

AMMAN, Jordan (AP) ? Jordan says it has no official word from Saudi Arabia about one of its citizens apprehended by authorities there 50 days ago.

Jordanian foreign ministry spokeswoman Sabah Rafie told the Associated Press Monday that Jordan has yet to receive a formal response regarding the detention of Khaled Natour at Riyadh airport.

Foreign Minister Nasser Judeh, his offices, and the Jordanian ambassador to Saudi Arabia have made repeated queries but to no avail, she said.

Youth activist Natour has protested outside the Saudi embassy in Amman against the Saudi-led military force that quashed protests in Bahrain. He later travelled to Saudi Arabia on a work visa but was detained upon arrival in Riyadh.

Al-Rafie said Natour's father contacted the ministry Sunday and wept because he has no news of his son.

Bernanke will likely be pressed on Fed bond buying

WASHINGTON (AP) ? Chairman Ben Bernanke will be pressed to clarify the Federal Reserve's approach to the still-sluggish U.S. economy when he testifies to Congress this week.

Bernanke will give his semiannual report to the Senate Banking Committee on Tuesday and the House Financial Services Committee on Wednesday.

Lawmakers will likely question the chairman about the future of the Fed's bond buying program, his view of the economy and his concerns about the budget impasse between Congress and the Obama administration.

Here are some issues Bernanke will likely face and his possible responses:

Q: The Federal Reserve announced in December that it planned to buy Treasurys and mortgage bonds at a rate of $85 billion a month. It's said it plans to keep buying bonds until the job market improves "substantially." But the minutes of the Fed's January meeting showed that several officials worried that the bond purchases could eventually escalate inflation, unsettle investors or cause the Fed to absorb losses once it begins selling its investments. There's clearly division within the Fed's policy committee. Can you explain the Fed's thinking?

A: Bernanke said at a global finance meeting this month that the U.S. economy was recovering. But he added that with unemployment at 7.9 percent, "we are still far from healthy, vibrant conditions." That was seen as a sign that he's still comfortable with the pace of the bond purchases. Still, Bernanke might address the worries of some Fed policymakers. If he signals agreement with them, it could suggest that the Fed may scale back its purchases from $85 billion a month sometime this year. Many analysts think he won't dismiss the concerns but will seek to minimize them. For example, he may say there's no evidence inflation is getting out of hand. He's also likely to repeat that in determining the size of future bond purchases, the Fed will balance the benefits of further purchases against the risks. The bond purchases are intended to keep long-term interest rates low and encourage borrowing and spending.

Q: How long will the Fed keep its key short-term rate at a record low? Its target for the federal funds rate, which helps determine many consumer and business loan rates, has been near zero since December 2008.

A: At its December meeting, the Fed for the first time linked future rate increases to unemployment. It said it planned to keep the funds rate near zero until unemployment falls below 6.5 percent, as long as inflation expectations remain below 2.5 percent. Based on most forecasts, that would mean the Fed wouldn't start raising short-term rates until late 2015. Bernanke will likely explain the reasoning behind dropping a calendar date target and instead linking future rate increases to the economy's health. He has said that such a link gives the Fed more flexibility: It doesn't have to keep changing the target date for any future rate increase.

Q: What is the Fed's view of the U.S. job market and economy?

A: Bernanke will likely point to improvements while also stressing that unemployment at 7.9 percent remains too high. He might note that two areas of the economy that are faring best ? housing and auto sales ? have been boosted by the Fed's low-rate policies. At its January meeting, the Fed said the economy "paused" late last year because of temporary factors and reaffirmed its commitment to try to stimulate growth by keeping borrowing costs low. Bernanke will likely stick to that view.

Q: What's the likely effect of the uncertainty caused by the failure of Congress and the Obama administration to reach a long-term budget deal?

A: Bernanke warned in December that the Fed wouldn't be able to offset damage from the fiscal cliff ? the combination of tax increases and spending cuts that would have hit on Jan. 1. Congress and the administration did reach a deal that prevented income tax rates from rising except on the highest-income taxpayers. But it only put off the budget cuts until Friday, when $85 billion in across-the-board cuts will kick in. A separate agreement lifted the government's borrowing limit until mid-May. In January, Bernanke noted that an impasse over the debt ceiling in 2011 had caused a first-ever downgrade of long-term U.S. debt. He said Congress must "avoid a situation where our government doesn't pay its bills." Bernanke will likely repeat warnings about the harm to the economy from prolonged budgetary uncertainty. But he will probably also caution against deep spending cuts or steep tax increases while the economy remains fragile.

1.????? Do not give away equity or profit participation in your business when you crowdfund. Advertising to sell equity or profit participation could turn your crowdfunding project into a ?security? which can make your crowdfunding project run afoul of securities laws.? Instead, Almerico says, a crowdfunding project may give away ?rewards? in exchange for donations, but no equity in the business.? ?Besides,? Almerico points out, ?Why would you want to give away partial ownership in your business when you do not have to??? Almerico notes that with passage of the JOBS Act in 2012, selling equity through crowdfunding will become legal at some point, once the SEC creates rules in the coming months.

2.????? Do not treat crowdfunding donations as a loan to be repaid, with or without interest.? Loans and lending are heavily regulated industries in every state, and it could run afoul of a state lending law if you promise to repay a donation to your crowdfunding project.

3.????? Do not sell real estate. Like the lending industry, real estate is a very heavily regulated industry.? Selling, or offering to sell, a parcel of real estate can land you in trouble in some states. ?Land deals are best left to other funding vehicles,? Almerico says.

4.????? Do not sell or give away anything through crowdfunding that you would not be allowed to sell or give away in your state.? For example, if you want to give away bottles of wine as a reward in your business crowdfunding project, be sure you are legally allowed to sell or distribute wine in your state before you do so. ?And it goes without saying,? Almerico points out, ?that crowdfunding a business and giving away firearms, scheduled drugs, or anything illegal, would not be a smart idea.?

5.???????? If you have a question, ask a crowdfunding attorney.? Almerico knows this from his experience not only as a crowdfunding expert, but also as an attorney himself.? ?It never hurts to get legal advice if you are not sure,? BUFFALO, NY (WKBW) The Buffalo Sabres gave Lindy Ruff his walking papers Wednesday afternoon.

Ruff was in his 15th season as head coach of the Sabres organization. He also played for the team during his time as a defenseman in the NHL, drafted by the Sabres in the second round in 1979.

The Sabres organization has faced scrutiny by fans during this lockout-shortened season, currently sitting at the bottom of their division with just 13 points; they are ten points behind first-place Montreal.

The Sabres' front office has not yet announced a replacement for Ruff.

TROY (WKZO) -- Former Troy Mayor Janice Daniels plans to seek a seat on a state committee. ?The controversial Daniels, who was recalled from her job as mayor in November, will run for a spot on the state committee that governs the Michigan Republican Party.

Daniels came under fire as mayor following disparaging remarks about homosexuals and things escalated when she voted against accepting federal funding for a transit center in Troy. ?She will run for one of six positions on the committee.

Ronda Rousey is biggest news for female sports Title IX

For every step along the path towards women's equality, there's been a paragon associated with each milestone. What Susan B. Anthony is to women's suffrage, Lily Ledbetter to equal pay, Ronda Rousey will be to sports, when, on Saturday night, she takes on Liz Carmouche in the first women's bout in UFC history.

That the UFC -- arguably the most hypermasculine, hypersexualized professional sports outfit -- headlines its UFC 157 fight card with a female fight marks perhaps the most important development for women's athletic equality since Title IX. Seriously.

But don't mistake UFC president Dana White for a modern-day Elizabeth Cady Stanton. He is less a women's activist as he is an unapologetic capitalist who recognized in Rousey unquestionable talent, unparalleled marketability, and an unprecedented opportunity to hitch his sport to her rising star and let her yank MMA further into the mainstream. "People can say whatever they want about her, people can say she shouldn't be headlining or whatever. I don't give a s--- if you're Royce Gracie, if you're Dan Henderson or [Lyoto] Machida, Tito [Ortiz], Chuck [Liddell], go through the laundry list of people who have been stars in this company, nobody in the history of this company will have more new media following them than Ronda Rousey will," White said last month, citing Rousey's interviews with Time, Forbes, and on HBO Real Sports. "If you would have told me a year ago that a female athlete would get that kind of coverage, I would have said you're out of your mind. And if they did, it would be a freak-show story. And it's far from a freak-show."

Rousey's career, however, has been nothing short of freakish. In six professional fights in the now-defunct Strikeforce circuit, the 26-year-old bronze medal Olympic judoka submitted each of her opponents in the first round via her trademark armbar, a technique in which she hyperextends her opponents shoulder or elbow past parallel. Executing the move, with the sound of tendons and ligaments snapping audible to the fighters, Rousey says, is like "When you're trying to get a turkey thing off and you feel all the cartilage and the tendons and the bones coming off, when you're pulling it, it really is that exact feeling. It's gross. But that's the way it is."

The gruesomeness of her submissions -- and the UFC's bet that audiences will be willing to watch them on the sport's biggest stage -- signals an evolution in the female athlete paradigm. Rousey's foray into the mainstream suggests we've morphed from fans who initially welcomed only the likes of figure skater Dorothy Hamill, who charmed our hearts without threatening our ideas about how women should behave as she twirled around the ice in sparkly leotards; to a fan base supporting Florence Griffith Joyner, whose long, painted fingernails received more television airtime than her races; to tennis' Williams sisters, who play in carefully selected skirts; and now, finally, to spectators willing to pay $54.95 to watch women in sports bras and bike shorts bloody and bruise each other on pay-per-view.

It's fitting the UFC's inaugural female fight occurs less than one month after the Pentagon lifted its ban on women in combat -- a ban that blocked challenger Carmouche from pursuing multiple jobs during her career as a Marine. Lifting the ban suggests the perception of what women can do is catching up with this harsh reality of what they already do: fight, whether it be in arenas as athletes, in warzones as soldiers, or in offices where women now outnumber men for the first time in American history.

One of the richest ironies in this shift is that it plays out in front of the UFC crowd, a constituency best known for its boorishness and bloodlust. Yet despite its history of leering at the ample-breasted ring girls or assailing the cadre of female writers who cover the sport, the UFC fan base is in the best position to mainline women into its sport (more than any other league) for one simple reason: It's younger. Most UFC fans fall into the 18-to-34-year-old age range, a sweet spot for advertisers and social progressives alike. Research shows younger audiences are more likely to have been raised by single mothers and support issues like gay marriage. Perhaps that explains the collective response to Carmouche, an openly lesbian fighter, whose homosexuality fans treat as a plot point in her narrative, not the thesis of it. Plus, the UFC, celebrating its 20th anniversary in November, is too new of a league to have hidebound fans, like baseball, where many still rail against the designated hitter rule 30 years after its adoption.

But the most radical, equality-grabbing, earth-shaking element of the UFC's new women's division is that it isn't an addendum to its men's league like the WNBA (when does its season start?) or run by a separate governing body, playing its championships on separate days like women's pro tennis or golf. MMA fans wanting to watch, say, the highly anticipated match between Lyoto Machida and Dan Henderson will have to buy the Rousey fight, too. The UFC purposely wove the women into the fabric of its main events. There is no opt-out for fight fans.

Nor is there any indication the UFC plans to back off its female integration. Last week the UFC announced the signing of four new female fighters, two of whom, Miesha Tate and Cat Zingano, will fight in April during The Ultimate Fighter 17 reality series finale, another fight card stacked with marquee male fighters and publicized weekly via the television show.

Yet the viability of female fighting in the UFC depends largely on Rousey and her ability to open pocketbooks and eyes at the same time. And she couldn't care less. When asked last week about how her performance will dictate the future of women's fighting, she said, "I really don't care so much -- I don't like anybody that much, so I care more about winning for myself than I care about winning for everybody else." Ah. A me-first approach from a budding superstar? Equality in sports, warts and all, is closer than we think.

"Beasts" comes to Oscars with tiny budget, first-time director

LOS ANGELES (Reuters) - "Beasts of the Southern Wild", nominated for four Oscars including Best Picture, is one the most unlikely contenders ever for Hollywood's top honors.

Produced for just $1.5 million by a collective of first-time filmmakers who bunked in a fishing shack during the shooting, it is considered a long-shot to win the top Oscar, but it has already set a new standard for thrifty filmmaking in an industry that routinely spends 100 times more for a major picture.

"It's the perfect combination of art and commerce, but the commerce was made a lot better because of that price," said Fox studio chairman Jim Gianopulos, whose Fox Searchlight Pictures unit distributes the film in the United States.

The film, set in the swamps of Louisiana near New Orleans, portrays the fierce pride and intimate, if dysfunctional, culture of a community on the furthest margins of society.

The stars are a hard-drinking father and his young daughter, played by the now nine-year-old Quvenzhane Wallis, whose performance made her the youngest-ever Best Actress nominee.

The film was created by Benh Zeitlin, a 30-year-old first-time director who set up his studio in the abandoned Connecticut racquetball court that he had used for his senior thesis film at Wesleyan University.

"I'm not sure they knew what we were doing in there when we set up to make the film," said Zeitlin. "I think they thought we were just making short films."

The crew he assembled became Court 13 pictures, named for the court, and it describes itself on its website as a collective of "madcap artists and animators" who work on one another's projects.

Zeitlin also ranged far outside the usual list of Hollywood names in casting the film, using first-time actors, including Wallis and Dwight Henry as her father.

The crew were all paid the same salary as the director, said producer Paul Mezey, and will share in whatever profits the film makes. So far, it has generated $12 million in domestic ticket sales and is not yet profitable, he said, after Fox deducts its marketing and other costs.

The crew traveled Louisiana to shoot the film, where they stayed in what they called the "Crash Pad", a fishing cabin behind a gas station with 12 bunk beds.

Zeitlin said the group "became scavengers" to make the film. They used lumber from houses that were being torn down, and changed the script where needed to make props out of things they found on the streets.

The lead financier of the effort was Cinereach, a non-profit organization that mostly backs documentaries.

"They usually give out $30,000 to $50,000 grants for an artist's exploration and discovery of his gifts," said Mezey. "When they read the script, they paid for nearly all of it."

Cinereach had become interested after seeing Zeitlin's thesis film, an eight-minute short called "Egg", and "being blown away by Benh's vision, his touch, the almost poetic way he crafted the film", Mezey said.

"Beasts of the Southern Wild" won the Grand Jury Prize at the Sundance Film Festival in 2012, and then lured Fox Searchlight to distribute the film in the United States. The production retained the foreign rights, and has sold many of them.

"It was surreal, like something from 'Alice in Wonderland'," Zeitlin said of the Oscar nominations. If he wins, he would be the youngest director every to lug the statute home.

SPOKANE, Wash. -- A young bone cancer patient from Cheney now has a new battle to fight.

Doctors diagnosed Sierra Higbee with bone cancer in March 2012. She has undergone nine months of chemotherapy and multiple surgeries, including a partial amputation of her leg.

Two weeks after her final chemo treatment in December, Sierra had a seizure. It was a tumor in the back of her brain that caused it.

We?ll have more with Sierra's family tonight on KREM 2 News at 5.

Facebook's main app for iOS adds free voice calls inside North America

Facebook has been spreading voice messaging throughout its mobile apps for awhile, but it's clear the Palo Alto crew is no longer happy leaving interaction to canned speeches. Following a quiet rollout of live voice calls to Facebook Messenger earlier in the year, a version 5.5 update to Facebook's core iOS app is giving social networkers a similar chance to talk to each other for free. The only stipulations are that users have the bandwidth to burn and live in either the US or Canada. Otherwise, the interface and functionality are dead ringers for the Messenger equivalents we tried in January. There's still no word on when full voice calls will reach Android or other platforms, although they typically get feature parity before too long.

Iran: UN report proof of peaceful nuclear program

TEHRAN, Iran (AP) ? Iran cited the latest report by U.N.'s nuclear watchdog as evidence that its atomic program is being used for peaceful purposes, state TV reported on Friday ahead of a new round of nuclear talks with the West.

The report on Thursday by the International Atomic Energy Agency also said, however, that without Iranian "engagement," the IAEA will be unable to resolve concerns "which need to be clarified to exclude the existence of possible military dimensions to Iran's nuclear program."

State TV quoted Ali Asghar Soltanieh, Iran's envoy to the IAEA, as saying that the report from the Vienna-based watchdog shows Iran's nuclear activities are peaceful. Soltanieh said Iran has been committed to continuing talks with the IAEA and stressed that the talks require a "calm, propaganda-free atmosphere."

"The most important point of the report is that after a decade of continuous inspections by the agency, there is no evidence on divergence toward military purposes in Iran's nuclear material and activities," Soltanieh was quoted as saying.

The IAEA's report also said Tehran had recently installed advanced machines at its main uranium enrichment site in Natanz ? a significant upgrade of a program that the West fears could be used to make atomic weapons. The report, circulated to the 35-nation agency board, was the first independent and on-record confirmation that the work had begun and was advancing.

It is the combination of Iranian activities that has raised suspicions in the West, plus continuously shrugging off demands from U.N. Security Council to stop enrichment ? something the U.S. and its allies fear could lead to atomic weapons.

Iran and the members of the U.N. Security Council plus Germany are scheduled to have another round of talks next week in Kazakhstan to discuss Tehran's nuclear ambitions.

The talks last year hit an impasse over Iran's highest-level enrichment, at 20 percent, which can be rapidly converted to weapons-grade material. Iran says it needs the 20 percent uranium for its medical research reactor. It also produces lower-enriched uranium at 3.5 percent for its Russian-built reactor to generate electricity.

Non-tenure track faculty, university reach tentative agreement

Kent State University?s Full-Time Non-Tenure Track (FTNTT) unit of the American Association of University Professors (AAUP) reached a tentative agreement with the university.

The FTNTT Executive Committee approved it February 15, according to an email sent by Tracy Laux, president of the unit, February 20. Union members will receive email invitations to participate in the voting in the next few days.

According to the tentative agreement posted on the AAUP-KSU?s website and to a January 18th post on Kent State website, faculty will receive:

  • Retroactive payment of a 2 ? percent salary increase for academic year 2012 ? 2013
  • Retroactive payment of promotion increases for academic year 2012 ? 2013.
  • A longevity payment of $125 for each year of service (up to 16 years)
  • 2 ? percent across-the-board increase for academic year 2013 ? 2014
  • 2 percent salary increase for academic year 2014 ? 2015 from the 2013-2014 salary
  • 2 percent salary increase for academic year 2015 ? 2016 from the 2014-2015 salary
  • Acceptance of the medical benefits provided to other university employees.
  • Two calls to Laux on February 20 were not returned.

    Eric Mansfield, executive director of university media relations, said the university does not comment on agreements until everything has been finalized.

    If approved by the union, the Board of Trustees will vote on the agreement, which will be a three-year contract until academic year 2015-2016.

    Negotiations between the union and the university began July 12, 2012.

    Explosives vapor detection technology: The new 'sniff test'

    Feb. 20, 2013 ? A quick, accurate and highly sensitive process to reliably detect minute traces of explosives on luggage, cargo or travelling passengers has been demonstrated by scientists at the Department of Energy's Pacific Northwest National Laboratory. The vapor detection technology accurately detects and identifies the vapors of even very low-volatility explosives in real time at ambient temperature and without sample pre-concentration. Details are outlined in a recent issue of Analytical Chemistry.

    Rather than searching for particle residue using a typical method like surface swipes or using pulses of air to dislodge particles for analysis, the system 'sniffs' directly for explosives vapors, much the way bomb-sniffing canines do.

    "We have demonstrated direct, real-time vapor detection for the low-volatility explosive compound RDX, which is used in many types of explosives," said David Atkinson, senior research scientist at PNNL. Low-volatility compounds are those which release very small amounts of the explosive vapor typically at parts per trillion levels or lower, making it extremely difficult to detect. The PNNL system easily detects vapors from a fingerprint-sized sample of RDX at levels below 25 parts per quadrillion.

    "The system correctly identified the RDX vapor using selective atmospheric pressure chemical ionization with mass spectrometry," explained Atkinson. The approach involves pulling an air sample stream and ionizing it within a reaction region in an atmospheric flow tube. The ionized sample moves to a mass spectrometer for ion detection and identification. These air samples need no heating or pre-concentrating. Analysis happens in about one second.

    "The key part is ionization," said Atkinson. "We tailored the chemistry to greatly enhance both ionization efficiency and selectivity, which results in the best possible detection."

    Only a limited number of ultra-sensitive detection methods have been found capable of detecting low-volatility explosive compounds at levels below parts-per-trillion. But these methods typically take much longer and require pre-concentration of the sample from the vapor phase.

    Currently, most airport security agents use cloth-like material to swipe luggage and cargo to collect explosives particles for detection. The samples are then analyzed one at a time in a process that requires the swipe to be heated to a temperature needed to volatilize the particles for detection.

    In some cases, airport security will turn to canines for detection, especially for large items where size such as vehicles or cargo make particle sampling impractical.

    "What we are attempting to develop is an instrument that replicates or surpasses the capabilities of a dog," said Atkinson. However, while canine olfactory systems are highly developed, dogs present issues that machines don't. Man's best friend only works limited hours, must be fed, exercised regularly and rested. While a dog's ability to smell and detect explosives is extremely sensitive, instruments may soon surpass their capabilities and perform at a lower cost.

    Robert Ewing, PNNL senior research scientist, sees a bright future for the technology and is hoping to push the performance even further.

    "Currently we have demonstrated the detection of explosive compounds such as RDX, PETN, nitroglycerine and tetryl, along with plastic explosives that contain these materials at low parts per quadrillion levels," said Ewing. "Future research will focus on detecting other explosive threats by manipulating the ionization chemistry and lowering detection limits."

    Pistorius in court: Defense exposes cracks in case

    In the second day of Oscar Pistorius' bond hearing regarding the death of his girlfriend, Reeva Steenkamp, the Olympian described in detail what happened the night of her shooting. NBC's Michelle Kosinski reports and former prosecutor Star Jones discusses the case.

    PRETORIA, South Africa -- Defense lawyers exposed apparent weaknesses in the police evidence against Oscar Pistorius Wednesday as a court heard more dramatic details of the night he fatally shot his?girlfriend.

    The Olympic and Paralympic athlete stared fixedly at the floor, sobbing occasionally, as a senior investigator described the scene when officers arrived at his home in Pretoria in the early hours of Valentine's Day.

    Pistorius wore a black suit and blue tie on the second day of?a hearing that will decide whether he would be bailed?over charges that the shooting of 29-year-old law graduate and model?Reeva Steenkamp was premeditated.

    Dubbed the "Blade Runner," Pistorius maintains he fired into his locked bathroom in a panic over a possible prowler. However, prosecutors say he put on his artificial legs and stalked Steenkamp to the bathroom to kill her.

    Warrant Officer Hilton Botha, an experienced detective, testified that a witness heard shouting for an hour?coming from the house shortly before the shooting.

    Another witness heard gunshots, saw lights on in the house, heard a woman screaming two or three times, then heard another few shots, Botha said.

    But under cross-examination, Botha admitted one of the witnesses was 1,000 feet away from the house at the time.

    Botha told the court that needles and testosterone were found in the athlete's bedroom.

    The double-amputee's defense lawyer Barry Roux disputed that claim, saying the substance was in fact a herbal remedy and that police had misread the label. State prosecutor Gerrie Nel also had to correct Botha when he initially called the substance "steroids."?

    Botha said Steenkamp's body was clothed and covered in towels, and that one bullet cartridge was discovered in the hallway of Pistorius' home, with three more found in the bathroom. A firearm was found on the shower mat.

    The investigator said he wanted to charge Pistorius with possession of unlicensed ammunition, according to Reuters.

    None of the phones found at Pistorius' house had been used to call police, Botha said.

    The court heard a discussion about the layout inside of the detached house, in an upmarket, gated compound north of Pretoria.

    Botha said the angle at which shots were fired through the door of a locked toilet within Pistorius' en suite bathroom suggested the shooter had aimed specifically to hit somebody on the toilet.

    "I believe he knew she was in the bathroom," Botha said.

    The downward trajectory of the shots suggests Pistorius was wearing his artificial legs when he pulled the trigger, he added.

    However, there were gasps from Pistorius' family as Botha struggled to answer questions under cross-examination. Two female relatives glanced at each other and smiled.

    The defense said Steenkamp?s bladder was empty, consistent with having gone to the toilet, as claimed by Pistorius.

    It also emerged that Botha had prior dealings with Pistorius, having attended a 2009 incident at the house at which the athlete was arrested but not charged.

    There was laughter in the courtroom as Botha insisted there was a risk Pistorius would flee if given bail, despite skepticism from?magistrate, Desmond Nair.

    As Wednesday's session closed, Pistorius seemed composed. The hearing resumes Thursday, but is expected to conclude by the end of the week.

    On the first day of the hearing, prosecutors and the defense presented clashing accounts of how and why Pistorius shot Steenkamp.

    A court statement from Pistorius denied "in the strongest terms" that he had deliberately killed Steenkamp, adding that the athlete was "deeply in love'' with her, according to Reuters.

    "I had no intention to kill my girlfriend," the statement said.

    Pistorius has hired his own high-profile forensic expert to analyze the police reports and post-mortem exam, South Africa news station ENCA reported.

    His defense team includes lawyer Kenny Oldwage, who previously won an acquittal for a driver accused of killing Nelson Mandela's great-grandchild in a 2010 accident.
