THE RETURN OF NCAA COLLEGE FOOTBALL

Okay college football fans, NCAA College Football is back for the Fall 2013 season. My question to you is who do you predict to win the BCS National Championship this year? The pre season polls are out. and guess who is number one? That?s right. We have the Alabama Crimson Tide as number one. Half of the top ten schools ranked are from the SEC Conference. We shouldn?t be surprised now should we? I was actually expecting more than five being ranked in the top ten.

In my humble opinion, preseason polls are usually accurate, and critically important, if only because they mean we?re that much closer to the season. But there are a few points of interest in our look to see which teams the coaches believe deserve to be ranked: The SEC reigns supreme once again. The SEC has six teams in the initial poll, all ranked in the top 13 ? while the Pac-12 and Big Ten each have five. The Big 12 is next with four ranked teams.

Ohio State went undefeated last year and its 2013 schedule is extremely favorable, but I expected it to be ranked a bit lower than No. 2 by the end of the regular season. Carlos Hyde?s suspension hurts the Buckeyes, and the status of Bradley Roby remains unknown in the wake of his misdemeanor battery charge.

In the SEC expectations are out there for Johnny Football, Kevin Sumlin and the Aggies. Being at No. 6, Texas A&M has its highest preseason ranking since 1995. But do we really believe that Johnny Manziel will repeat what he has done last year? With all of the hoopla and media attention he has been getting to include some negative publicity, being sent home early from Peyton Manning's camp, and minor brushes with the law? He probably can't handle the outside attention that he is getting.

One thing for sure, Alabama will remember what has taken place last year at Legion Field, and revenge is presented on a dish best served cold for the Aggies. You can also believe that the SEC will again dominate this year in the Polls, and if you don't know, you had better ask somebody.

Here are your top 25 Pre-Season Poll Rankings:

01. Alabama (58)
02. Ohio State (3)
03. Oregon
04. Stanford
05. Georgia
60. Texas A&M (1)
07. South Carolina
08. Clemson
09. Louisville
10. Florida
11. Notre Dame
12. Florida State
13. LSU
14. Oklahoma State
15. Texas
16. Oklahoma
17. Michigan
18. Nebraska
19. Boise State
20. TCU
21. UCLA
22. Northwestern
23. Wisconsin
24. USC
25. Oregon State

WTO backs complaint against Chinese duties on U.S. chicken exports

GENEVA | Fri Aug 2, 2013 11:52am EDT

GENEVA (Reuters) - The United States won a dispute against China at the World Trade Organization on Friday, when a panel of adjudicators found China had broken the WTO rules on at least 16 of 21 counts brought up in the U.S. complaint.

"This decision sends a clear message that the Obama Administration can fight and win for American farmers, businesses, and workers in the global trading system, ensuring that America gets the benefit of the rules and market access we have negotiated in our international trade agreements," U.S. Trade Representative Michael Froman said in an email from his office.

The U.S. complaint, raised in September 2011, concerned China's duties on U.S. exports of chicken broiler products. It was widely seen as one of a string of tit-for-tat trade disputes and followed a U.S. ban on imports of Chinese cooked chicken.

The United States had told the WTO it was the largest exporter of broiler products to China before the duties were imposed, but its exports subsequently fell by nearly 90 percent.

The U.S. complaint cited damage done to exporters like Pilgrim's Pride (PPC.O), Tyson Foods Inc (TSN.N) and Keystone, a brand held by Brazil's Marfrig Alimentos SA (MRFG3.SA).

China justified its duties by saying U.S. imports were unfairly subsidized and dumped on the Chinese market, causing material injury to China's domestic industry.

China's Ministry of Commerce did not immediately comment on the WTO ruling. China can appeal the ruling within 60 days.

FDA defining what "gluten free" means on packages

WASHINGTON (AP) ? A label that reads "gluten free" will now mean the same thing for all food, regardless of which kind you buy.

After more than a six-year delay, the Food and Drug Administration has set a new standard for labels that will make shopping easier for consumers on gluten-restricted diets. Until now, the term "gluten free" had not been regulated, and manufacturers made their own decisions about what it means.

Under an FDA rule announced Friday, products labeled "gluten free" still won't have to be technically free of wheat, rye and barley and their derivatives. But they will have to contain less than 20 parts per million of gluten.

That amount is generally recognized by the medical community to be low enough so that most people who have celiac disease won't get sick if they eat it.

People who suffer from celiac disease don't absorb nutrients well and can get sick from the gluten found in wheat and other cereal grains. Other countries already have similar standards.

Celiac disease affects up to 3 million Americans. It causes abdominal pain, bloating and diarrhea, and people who have it can suffer weight loss, fatigue, rashes and other long-term medical problems. Celiac is a diagnosed illness that is more severe than gluten sensitivity, which some people self-diagnose.

Only a very small number of people wouldn't be able to ingest the amount of gluten that will be allowed under the new rule, FDA officials said.

"Adherence to a gluten-free diet is the key to treating celiac disease, which can be very disruptive to everyday life," FDA Commissioner Margaret A. Hamburg said. "The FDA's new 'gluten-free' definition will help people with this condition make food choices with confidence and allow them to better manage their health."

The new FDA rule also would ensure that foods with the labels "no gluten," ''free of gluten," and "without gluten" meet the definition. Manufacturers will have a year to comply, though the FDA urged companies to meet the definition sooner.

Ten years ago, most people had never heard of celiac disease. But awareness and diagnosis of the illness has exploded in recent years. It's not entirely clear why ? some researchers say it was under-diagnosed; others say it's because people eat more processed wheat products like pastas and baked goods than in past decades, and those items use types of wheat that have a higher gluten content.

Many companies that market gluten-free foods already meet the standard. But Andrea Levario of the American Celiac Disease Alliance said the federal guidelines will cut down on painstaking shopping for those who suffer from celiac disease.

Levario said that wheat must be labeled on food packages but that barley and rye are often hidden ingredients in food. The standard will also ensure that companies can't label products "gluten-free" even if they are cross-contaminated from other products made in the same manufacturing facility. She said shopping can be like "playing Russian roulette" for people who have celiac.

"This will eliminate confusion for the consumer and will cut down on calls to companies to try and determine whether their products are safe and gluten free," she said.

Michael Taylor, FDA deputy commissioner for foods, said the rule originally proposed during the George W. Bush administration was delayed because the agency was evaluating what standard was correct.

"We wanted to do a careful scientific assessment of the data and the range of sensitivities," Taylor said.

Congress originally directed the FDA to set the standards in 2004 as part of a larger law that required food packaging to list major allergens. Rep. Nita Lowey, D-N.Y., originally introduced a bill calling for the standards in 1999. She praised the FDA rules and called them "a long time coming."

In the decade since Congress considered the standards, gluten-free foods have become big business. Millions of people are buying the foods because they say they make them feel better, even if they don't have celiac disease. Americans spent more than $4 billion on gluten-free foods last year, according to the American Celiac Disease Alliance, and a major manufacturing survey issued this week suggested that the niche industry is giving an economic boost to the food industry overall.

One of the largest manufacturers of gluten free foods, Boulder Brands, said it has been seeing double-digit growth in sales and is looking at expanding into bigger markets. The company's brands, Glutino and Udi's, already meet the new standards.

"We expect the new regulations to impact sales in a positive way as consumers can feel more confident in their gluten free choices," said T.J. McIntyre, executive vice president of the company.

Fugitive Snowden slips out of Moscow airport for 'secure' base

By Timothy Heritage and Alissa de Carbonnel

MOSCOW (Reuters) - Fugitive former U.S. spy agency contractor Edward Snowden slipped quietly out of Moscow's Sheremetyevo airport on Thursday after Russia granted him temporary asylum, ending more than a month in limbo in the transit area.

A Russian lawyer who has been assisting Snowden said the American, who is wanted in the United States for leaking details of secret government intelligence programs, had gone to a secure location which would remain secret.

After weeks staying out of sight from hordes of reporters desperate for a glimpse of him, Snowden managed to slip away in a taxi without being spotted. Grainy images of his passport showed he had been granted asylum for a year from July 31.

"He is the most wanted man on planet Earth. What do you think he is going to do? He has to think about his personal security. I cannot tell you where he is going," his lawyer, Anatoly Kucherena, told Reuters.

"I put him in a taxi 15 to 20 minutes ago and gave him his certificate on getting refugee status in the Russian Federation," he said. "He can live wherever he wants in Russia. It's his personal choice."

He said Snowden was not going to stay at any embassy in Moscow, although three Latin American countries have offered to shelter him. Snowden was well, he added.

Snowden was accompanied by Sarah Harrison, a representative of the anti-secrecy group WikiLeaks, which confirmed he had left the airport.

"We would like to thank the Russian people and all those others who have helped to protect Mr. Snowden. We have won the battle - now the war," WikiLeaks said on Twitter.

Snowden, 30, arrived in Moscow from Hong Kong on June 23. Nicaragua, Bolivia and Venezuela have offered him refuge but there are no direct commercial flights to Latin America and he was concerned the United States would intercept his flight to prevent him reaching his destination.

Snowden's case has caused new strains in relations between Russia and the United States which wants him extradited to face espionage charges.

The White House has signaled that President Barack Obama could consider boycotting a planned summit with Russian President Vladimir Putin in Moscow in early September.

But a senior Kremlin official said ties between Russia and the United States would not suffer because of what he said was a "relatively insignificant" case.

"Our president has ... expressed hope many times that this will not affect the character of our relations," Yuri Ushakov, Putin's top foreign policy adviser, told reporters.

He said there was no sign that U.S. President Barack Obama would cancel the planned visit in September.

I Do: Wedding Nerves And Tears At The Hilton Hotel

DANTE_OR_DIE_MAINThe Almeida Festival is coming to a close; we managed to catch the first night of I Do, part of the festival, performed at the Hilton Hotel just down the road from the Almeida itself last night.

I Do isn?t your ordinary sit-down play. The audience is split into six groups (decided, romantically, by the colour of the rose you pick out at the ticket desk) and led by an usher through six rooms, each occupied by members of a wedding party getting ready for the impending ceremony. Because the order in which you visit each room is completely random, there isn?t really a plot as such but rather a collection of scenes that work to build up the whole. During the evening, you?ll stumble upon a room full of bridesmaids wrangling the bride into her dress; the bride?s mother stuffing money into envelopes; the maid of honour and best man getting frisky; the bride?s ominous father pacing the room with a letter; the groom hurriedly pulling on joggers and grabbing his bag? you get the gist.

What?s most striking about this production is the intricacy of the timing. The actors continuously slip in and out of rooms to join and then leave different scenes, which only becomes apparent after you?ve been to all six rooms. Each scene also finishes at precisely the same time, so the bemused audience steps out into the hallway simultaneously, exchanging smiles. This really is a clever feat of choreography, and one that gets you thinking out the box of conventional theatre.

There are times when it feels like you?re watching very little, such as an old man trying to pull on a shirt or the best man going over and over a quite frankly dull speech (the script work in this play isn?t one of its prominent features), but this adds to the ?feel? of it all; we really are in a hotel, and this is what people genuinely do. The cast are certainly to be commended, as each of them perform the same scene six times in a row ? and they have two performances a night.

So: for those after a slightly different theatre experience, or indeed for those that love weddings and a bit of family drama, I Do is ideal. Catch it quick, because it?s only on for three nights.

I Do runs until 3 August at Hilton London Islington Hotel, 53 Upper St, Islington, N1 0UY. Tickets range from ?5 to ?15. Visit almeida.co.uk/event/ido to find out more.

The United States and China have joined forces in a combined operation to crack down on counterfeit goods, seizing more than 243,000 fake electronics products, including popular consumer items made by Apple, Samsung, Dr Dre and Blackberry.

U.S. Customs and Border Protection said the month-long operation was the biggest bilateral customs enforcement effort ever conducted by the United States. It focused on seizures of goods in ports as they were exported from China or imported into the United States.

While the operation resulted in only one arrest, U.S. officials said they see it as a sign that the Beijing government is finally acting on their complaints of Chinese theft of intellectual property.

The two countries agreed in recent high-level talks that they would work together to try to stem the large quantities of fake goods flowing between China and the United States.

"The theft of intellectual property is a global problem and cross-border efforts are needed to fight it," said Thomas Winkowski, the acting commissioner of Customs and Border Protection.

"Robust enforcement of intellectual property rights allows innovators and creators - whether in a small start-up or an international corporation - to profit from their efforts and gives consumers confidence in the reputations of the products they buy."

HANDOUT / Reuters

Seized counterfeit Blackberry phones are pictured in this handout photo courtesy of the U.S. Customs and Border Protection taken in Los Angeles and received by Reuters July 31, 2013.

China is the primary source of counterfeit and pirated goods in the United States and accounts for 72 percent of all seizures relating to intellectual property rights, according to the U.S. agency's fiscal 2012 statistics.

Theft of intellectual property rights costs U.S. businesses $320 billion a year, equivalent to the annual value of U.S. exports to Asia, according to a report by the Commission on the Theft of American Intellectual Property, a group of former U.S. officials.

China's Vice Minister of the General Administration of China Customs, Zou Zhiwu, said both countries need to work together to effectively curb the movement of counterfeit products.

"IPR infringement is a global issue involving not only the process of production and export, but also that of import and circulation," he said. "Enforcement agencies around the world should work more closely to crack down (on) these illegal activities."

The operation took place at ports in the United States and China. The main U.S. ports involved were Anchorage, Cincinnati, Los Angeles and Newark. In China the primary ports were Beijing, Guangzhou, Shanghai and Shenzhen.

Chinese and American customs officials did not work together physically, but acted on shared information and tips, officials said.

The single arrest was that of an American who imported counterfeit Dr Dre headphones and sold them on Craigslist. He was arrested in the New Orleans area after Chinese customs passed on a tip to U.S. officials.

"The fight against criminal counterfeiters overseas presents a great deal of challenges to U.S. law enforcement," said Daniel Ragsdale, deputy director of Immigration and Customs Enforcement. "But it is a fight we are committed to and through the international partnerships we forge with foreign customs and law enforcement agencies, we are making an impact."

The largest previous bilateral operation conducted by the United States was with French Customs over a six-month period. In that operation, officials made 470 seizures of electronic components like semiconductors, memory cards and computer storage devices.

FCA considers investigation of metals warehousing - sources

By Susan Thomas and Douwe Miedema

LONDON/WASHINGTON (Reuters) - Britain's financial watchdog is considering an investigation of the London Metal Exchange warehouse system after U.S. regulators put banks and big traders on notice of a probe due to complaints of inflated prices, two sources said.

The move would mark a change in tack by the Financial Conduct Authority (FCA), which has said it regulates the exchange and the futures derivatives market for commodities but not warehousing or the physical markets.

However, one of the two sources with knowledge of the matter said that as warehousing and the physical market had an important role in LME operations, the FCA would want to ensure the LME - the world's biggest marketplace for metals such as copper and aluminium - was meeting its regulatory obligations.

The LME, a venerable British institution acquired last year by Hong Kong Exchanges and Clearing, is a futures market that oversees a global network of warehouses where its clients should be able to take delivery of metals.

In practice industrial clients needing metal sometimes have to queue for up to a years while warehouse companies - increasingly owned by banks or trading houses - benefit from rents they charge during the wait or focus on using metal in finance deals rather than providing it to LME clients.

The queues have caused the price premium on some metals to surge, prompting accusations from manufacturing companies that banks and traders are artificially inflating prices and distorting supplies and demands for the LME to act.

In a sign of movement over the issue, Goldman Sachs Group Inc said on Wednesday it would offer customers of its Metro International metals warehouse business immediate access to aluminum held up in queues.

"In light of the concerns that end-users have raised about their access to aluminum they are holding in warehouses, Goldman Sachs is contacting end users to offer to swap any aluminum currently in the queue for immediately available aluminum so that they have access to the metal they need to make or package their products," the bank said in a statement

The first of the two sources said the FCA was in close contact with the LME and the U.S. Commodity Futures Trading Commission (CFTC), and while it was not presently investigating anything in particular at the LME, it had not ruled out such a process.

An LME spokeswoman declined to comment on any potential investigation, but said the exchange had always worked closely with the FCA and the CFTC.

The FCA said on Monday it was working closely with the LME on the exchanges's efforts to fix its warehousing system.

The CFTC has written to firms ordering them to preserve emails, documents and instant messages from the past three years, four sources who received letters said.

WARNING SHOT

The notice amounted to a "warning shot" ahead of what is probably a formal CFTC probe, one source said. A second source said all firms with LME-registered wareshouses in all jurisdictions had received the letter.

The LME storage network extends across 36 locations and 14 countries. The LME itself does not own any of the warehouses.

If there is an investigation, it would be the first by a regulator into the lucrative and controversial industry which has become dominated since 2010 by banks also including JPMorgan Chase & Co and merchant traders like Glencore Xstrata Plc and Trafigura AG.

The European Commission spokesman for competition policy, Antoine Colombani, declined last week to comment on the CFTC's move or whether the European Union antitrust authority was cooperating with the CFTC. He was not immediately available to comment on Wednesday.

However, a source with knowledge of the matter said the Commission spoke to the LME in connection with the warehousing issue during the Glencore-Xstrata merger in November last year.

"The question is to what extent the build-up in delays at the warehouses is a competition issue. DG Comp (the directorate general of competition) talked to the LME regarding the issue during the Glencore, Xstrata merger and concluded there was no obvious way to intervene."
