LAS VEGAS (AP) ? Denny Hamlin was fined $25,000 by NASCAR on Thursday for criticizing the new Gen-6 race car after last week's race at Phoenix, and the furious driver said he won't pay.

Hamlin compared the new race car unfavorably to last year's car after his third-place finish, angering NASCAR officials who are concerned about the Gen-6 car's public perception. Although Hamlin's brief comments were barely noticed last weekend, NASCAR leveled a significant fine against him before Thursday's open test of the new car at Las Vegas Motor Speedway.

"Ultimately, I'm not OK with it," Hamlin said outside his hauler after the morning test. "This is the most upset and angry I've been in a really, really long time about anything that relates to NASCAR.

"The truth is what the truth is, and I don't believe in this," Hamlin added. "I'm never going to believe in it. And so as far as I'm concerned, I'm not going to pay the fine. If they suspend me, they suspend me at this point."

Hamlin might not have a choice: According to NASCAR rules, unpaid fines may be deducted from a driver's purse or point fund earnings.

NASCAR vice president of competition Robin Pemberton said Hamlin is allowed to appeal his fine, and NASCAR apparently isn't in a rush to collect it. Section 12 of the NASCAR rule book states fines must be paid "promptly," but gives no specific time frame, and says unpaid fines "may result in suspension."

"We give them quite a bit of latitude, but you can't slam the racing," Pemberton said. "You can't slam the product. That's where it crosses a line."

Hamlin ran well last Sunday in the second race for NASCAR's new Gen-6 race car. He was asked on pit road after how he liked the car, and said: "I don't want to be the pessimist, but it did not race as good as our generation five cars. This is more like what the generation five was at the beginning."

NASCAR deemed Hamlin's remarks as detrimental to stock car racing, saying that while drivers get "ample leeway in voicing their opinions when it comes to a wide range of aspects about the sport, the sanctioning body will not tolerate publicly made comments by its drivers that denigrate the racing product."

That didn't help Hamlin's bewilderment at his fine in a sport known for frank talk about every aspect of competition.

"It's an opinion. It's not even a bad one," Hamlin said Thursday. "I don't want to make things worse than they already are, and this is something that was absolutely nothing that got blown into something, and it's just going to be worse for them, so just let them deal with it."

The Gen-6 car was developed by NASCAR last year with heavy input from the manufacturers to improve the on-track product. Drivers have been asked to be careful in how they publicly discuss the car, and NASCAR has put together a tremendous marketing effort in an attempt to avoid the poor reception the previous model received.

Fans never warmed up to the "Car of Tomorrow" in part because drivers panned it from the very beginning. Kyle Busch won the debut race in the "Car of Tomorrow" and blasted it in Victory Lane, and the car never stood a chance after that. Hamlin's comments came after the second race of this season.

"We're so early into it," Pemberton said. "You're making a mistake if you comment on the worst or the greatest racing ever. The first part of the season, we run on so many different racetracks, and we're so busy. ... Positive or negative, you cannot read too much into any of this stuff."

It's not the first time Hamlin has been fined for voicing his opinion. NASCAR privately fined him in 2010 for posts he made on Twitter about cautions.

At the time, NASCAR was secretly fining drivers for making disparaging comments about the racing product, and Hamlin's fine eventually became public as part of a push for the sanctioning body to be more transparent.

"I'm not going to say anything for the rest of the year, as long as it relates to competition," he said. "I mean, you can ask me how my daughter is, talk to me after wins about what have you, but as long as it relates to competition, I'm out from here on out. The down part is I feel like I've been a pretty good spokesman for them, and being positive when things aren't always positive. They just lost one small spokesman today, that's all."

Court suspends Egypt's parliament election

CAIRO (AP) ? An Egyptian administrative court on Wednesday ordered the suspension of parliamentary elections scheduled to begin next month, throwing the country's politics deeper into confusion.

The verdict followed over a dozen complaints questioning the legality of the law organizing the elections.

Abdel-Meguid el-Muqanen, presiding judge of the administrative court, said that the law must be reviewed by the Supreme Constitutional Court to determine its conformity to the constitution. Meanwhile, he ordered the suspension and annulment of the presidential decree calling for elections.

Details of the ruling were not immediately available.

The government can appeal the administrative court ruling, but at the least the ruling may cause a delay in the vote. The multi-phase election is due to begin in April 22 and last for nearly two months. The period for candidates to apply was to begin on Saturday, but that likely cannot take place until the legalities are worked out, possibly pushing back the whole process.

The ruling further snarls Egypt's political crisis over the divisions between Islamist President Mohammed Morsi and the mainly liberal and secular opposition. Protests against Morsi and his ruling Muslim Brotherhood have shaken the country for months, and the opposition had called for a boycott of the parliamentary vote.

"As it stands, we don't have elections, even if temporarily," said Negad Borai, a rights activist. "This reinforces the political crisis."

The opposition had opposed the election law, expressing concerns over gerrymandering by the Brotherhood, which dominates the parliament, and complaining it was not consulted before it was drafted.

"We respect court rulings and we don't see any problem with referring the law to the Supreme Constitutional Court," Mourad Ali, a media adviser for the Muslim Brotherhood's party the Freedom and Justice Party, wrote on his official Facebook page.

The parliament sent the draft bill to the constitutional court, which rejected it, asking lawmakers to amend nearly a dozen articles, including the drawing of districts. After some quick revisions, the parliament passed the law.

Plaintiffs argued the revised bill should have been reviewed once more by the constitutional court before it was made law.

At the heart of the legal dispute is an article in the newly adopted constitution that deprives the constitutional court from reviewing election laws after they were passed in parliament.

Bahey Eddin Hassan, head of the Cairo Institute for Human Rights, said the parliament rushed to pass the law without ensuring it had abided by the court's recommendation, effectively violating the spirit of the constitution which gives the court the right to ensure the law is in line with its recommendations.

Hassan said the parliament attitude was disrespectful of the judiciary. He said the legal dispute over the parliament and the law organizing it won't end even if the government wins the appeal.

"This adds, for the tenth time, a new element of uncertainty for Egypt's future steps," he said. "Regardless of whether the elections are held or not, Egypt appears to be heading toward more chaos."

European stocks hit highest since 2008 crash

LONDON (Reuters) - European stock markets rose to their highest since the 2008 financial crisis on Wednesday, helped by signs the U.S. economy is improving and expectations of more pledges of support for growth from major central banks.

The European Central Bank, the Bank of England and the Bank of Japan are all expected to stick to ultra-easy monetary policy at meetings this week, following on from reassurances by U.S. Federal Reserve officials that their stimulus program remains in place.

Analysts even see some scope for fresh action in Europe on Thursday, giving a 40 percent chance for more bond buying from the Bank of England and a 10 percent likelihood of an interest rate cut from the ECB.

That, combined with some encouraging economic data, drove Wall Street's Dow Jones industrial index <.dji> to an all-time high on Tuesday, and world and European share indexes pushed higher on Wednesday.

"It's panic buying," said Nick Xanders, who heads up European equity strategy at BTIG. "At this stage everyone wants to buy it, everyone wants to get involved, and everyone is scared of underperforming."

The pan-European ESTOXX 50 <.stoxx50e> had gained 0.4 percent by 5.45 a.m. ET as Frankfurt's DAX <.gdaxi> jumped 1 percent and London's FTSE 100 <.ftse> and Paris's CAC-40 <.fchi> added 0.2 percent.

Those gains, coupled with a rise in Asian shares overnight, pushed the MSCI world index <.miwd00000pus> up 0.3 percent and just short of a new 4-3/4 year high.

"Indexes are breaking above big resistance levels, and this is creating room on the upside," said Lionel Jardin, head of institutional sales at Assya Capital, in Paris.

"The sentiment is that central banks are going to remain very accommodative for a while, and at the same time companies are in really good shape, with strong cashflows."

EUROPEAN OUTLOOK

Still, with the ECB's meeting in view and worries over the euro zone's debt crisis again on the rise due to Italy's political deadlock, German government bonds recovered some poise after a sell-off in the previous session.

The Bund future was fractionally higher at 145.06 after dropping by around half a point on Tuesday, while Italian and Spanish government bonds also saw minor gains.

Italian center-left leader Pier Luigi Bersani, whose PD party won most votes in last week's inconclusive election, presents his policy plans to his party later. It could be significant if he produces enough to draw support from populist leader Beppe Grillo's Five Star Movement.

After a steady start, the euro was down 0.2 percent against the dollar at $1.3030 as traders waited to see whether the recent disappointing euro zone data and ongoing debt worries would be enough to see the ECB surprise consensus and cut rates on Thursday.

As expected, official data confirmed the euro zone ended the year in its second recession since 2009. Eurostat fleshed out its numbers, showing Germany as the only major euro zone economy to grow in the quarter, at a crawl, while France, Spain and Italy all contracted.

"There's reasonable downside to the euro. The situation in Italy is still uncertain," said Bill Diviney, currency strategist at Barclays.

"Although we don't expect any big changes to President Draghi's stance, he's going to stay fairly dovish, given uncertainties," he added.

COMMODITIES DRIFT

Growth-linked currencies were another beneficiary of the broader improvement in sentiment. The Aussie dollar rose 0.2 percent to $1.0280 as data showing moderate economic growth helped it extend its recovery from Monday's $1.0116 eight-month low.

Commodity markets were more mixed, however, following sharp rises in the previous session.

Despite the increasingly positive mood, there are still some areas of concern, namely the Chinese government's move to cool the country's overheated property market, the possible economic impact of U.S. spending cuts, and the deadlock in Italy.

Brent oil fell 0.3 percent back towards $111 a barrel following news of Venezuelan President Hugo Chavez's death, copper traders took profits after two days of gains, while gold edged up 0.2 percent to $1,575 an ounce.

"In the next few days, central bank meetings are on the agenda, and after some economic indicators have surprised to the downside in February, market participants expect renewed assurance that monetary policy will remain expansionary for quite some time," Credit Suisse said in a note.

Suspect in Vegas Strip shooting fights extradition from California

LOS ANGELES (Reuters) - A man accused of fatally shooting an aspiring rapper as he drove a Maserati along the Las Vegas Strip, touching off a fiery car crash that killed two other people, challenged his extradition back to Nevada from California on Monday.

The man insisted through his defense lawyer that police or other authorities from Nevada be summoned to Los Angeles to identify him in court as the fugitive they seek in the February 21 shooting, 26-year-old Ammar Harris.

Harris is accused of opening fire from a black Range Rover on the 2008 Maserati being driven by Kenneth Wayne Cherry Jr., 27, in an intersection at the heart of the Vegas Strip, near several casino resort hotels.

Cherry, who performed under the name "Kenny Clutch," was mortally wounded in the pre-dawn shooting, and his car veered out of control into a taxicab, which exploded in flames, killing driver Michael Bolden, 62, and his passenger Sandi Sutton-Wasmund, 48.

After an exhaustive six-day, multi-state manhunt, a man authorities identified as Harris was tracked to an apartment in the North Hollywood section of Los Angeles, where he surrendered to police and FBI agents last Thursday.

Harris is charged in Clark County Justice Court with 11 felony counts, including murder, attempted murder and firearms charges.

Police say he has a long criminal history that includes arrests for robbery, sexual assault and kidnapping as well as pandering and soliciting prostitution. Police have said they believed he was involved in the sex trade.

The suspect, dressed in blue jail fatigues and standing in a glass-enclosed booth, appeared on Monday in a Los Angeles courtroom for a brief proceeding in which a judge had been expected to order him sent back to Nevada.

Instead, an identification hearing was set for March 14, and the judge ordered him to remain held without bond until then.

SHOOTING CAUGHT ON CAMERA

The circumstances behind the high-profile shooting in the desert resort city remained unclear, although police have cited a verbal altercation in the valet area of the Aria resort and Casino, a few blocks away on the Strip.

According to an arrest warrant filed by a Las Vegas police detective in the case and released by prosecutors on Monday, security cameras captured Harris briefly approaching the driver's side of Cherry's silver Maserati in the Aria's valet area just minutes before the shooting.

Surveillance cameras from several casinos showed the Range Rover following the Maserati out of the Aria and northbound on the Strip, Detective Dan Long wrote in the warrant.

The driver of a taxi driving along the Strip at the same time told police the drivers of the Range Rover and Maserati had a brief exchange at a red light, Long wrote.

Minutes later, a dashboard camera in the cab captured the Range Rover moving into the path of the Maserati, forcing it to brake, and then the sound of a gunshot, Long said in the arrest warrant. Several more gunshots were recorded on the camera before the Maserati slammed into a cab being driven by Bolden.

According to Long, Cherry suffered a gunshot wound to the chest and was pronounced dead at a hospital a short time later.

"Ammar Harris drove the Range Rover and shot at the occupants of the Maserati after a verbal altercation," the detective wrote.

Cherry's slaying took place less than a mile from where rapper Tupac Shakur was fatally shot in September 1996 while riding in a BMW with Death Row Records co-founder Marion "Suge" Knight after the two men had attended a Mike Tyson boxing match.

Shakur, 25, was hit by gunfire from at least one assailant in a Cadillac while sitting in Knight's car at an intersection and died six days later. His murder remains unsolved.
