World No Tobacco Day 2013: India takes a close look at tobacco companies
World Health Organization and activists are criticizing tobacco companies' efforts at corporate social responsibility as thinly veiled marketing schemes?on its 26th annual World No Tobacco Day, May 31.

Usha Vishwakarma says she felt proud of her organization when she was presented the award and a check for nearly $1,000 by a veteran Bollywood actor and a top minister.
Ms. Vishwakarma, however, is now in the awkward position of being urged by friends to return the award. "I didn't even know that Godfrey Philips was a tobacco company," she says. "If I did I would not have accepted the award."
Indeed, a casual visitor to the company?s award website would have to look in the fine print, under ?terms of use? to find one sentence that implies the bravery awards have something to do with a tobacco company.
That conflict comes as the World Health Organization and activists attempt to draw attention to tobacco?s advertising, promotion, and sponsorship with its 26th annual World No Tobacco Day on May 31.
This is "a classic example of how tobacco companies are using corporate social responsibility (CSR) to clean up their image," says Bobby Ramakant of the Vote for Health campaign in Lucknow. He adds, "If Godfrey Philips must do corporate social responsibility they must stop selling tobacco, because tobacco products are the main risk factor for noncommunicable diseases, which in turn are responsible for two-thirds of health-related deaths."
Some 2,500 people die daily in India because of tobacco-related health issues, according to the National Organization for Tobacco Eradication. That high number is attributed in part to the glamorization of smoking and constant advertising, say experts.
Godfrey Philips India Ltd., which?manufactures Marlboro cigarettes in India,?is the country's second largest cigarette company. From 1990-2003, the company named its bravery award after its Red & White cigarette brand. In response to protests that the awards were surrogate advertising, however, they changed the name to Godfrey Philips National Bravery Award in 2004.
A 2004 World Health Organization report?criticized tobacco companies efforts at corporate social responsibility as thinly veiled marketing schemes. A year earlier, the WHO Framework Convention on Tobacco Control, a first of its kind global health treaty, urged countries to prohibit tobacco advertising and sponsorships, including indirect advertising.
India is one of 175 countries to ratify the health treaty, which a court in the Karnataka state in 2010 used to stop?the government-owned Tobacco Board from sponsoring a meeting of global tobacco owners in Bangalore.
A United Nations award for corporate social responsibility at the Rio+20 summit last year to the Indian Tobacco Company, which has the largest market share in cigarettes in the country, had caused an uproar among tobacco activists.
"There needs to be greater awareness about the WHO Framework Convention so that people know that CSR is a smart PR outlet for tobacco companies," says Mr. Ramakant of Vote for Health campaign.
A spokesperson for Godfrey Philips India did not respond to request for comment. The corporate social responsibility section of their website reads, "We ... not only recognize the importance of being a responsible corporate citizen but our identity as a cigarette manufacturing Company ... imposes even a greater responsibility upon us to take it further."??

I am researching how to buy a multifamily investment property for around 1.25 M.? I am trying to figure out the best way to finance and how income is counted to qualify for such a loan.? I have a 725 credit score, and this would be owner occupied. I would have 5% down.? The house is a two unit complex with rent from the second unit totaling $3500 per/mo off season (10 months).? Plus I can show ($3500 per week for 8 weeks summer rent from previous owner records).? I earn 250k per/yr. with little debt other than a current $1800 mortgage which I plan to sell. I have 300K in collateral (401k). I have another rental which has shown an even cash flow for 2yrs.? I would like to limit my own expenses to $3300 per/mo for my part of the rent in this unit.

The three-story mansion remains bare and unrepaired two years later, still filled with portraits and posters of former President Laurent Gbagbo on the walls and in the offices and waiting rooms of the compound.?
This may be the only place left where Mr. Gbagbo?s face can be found in Abidjan, so thoroughly has the new government scrubbed the city of any sign of his decade-long reign.
But Gbagbo is far from irrelevant to the current politics of Ivory Coast. Indeed, as he now sits in Europe awaiting trial at the International Criminal Court (ICC), his guilt or innocence, as well as the circumstances of his removal from power, continue to divide the country.
During his reign, the conflict between the government in the south and a coalition of rebels united behind Mr. Ouattara in the north created sharp ethnic and regional divisions. Now with Ouattara in power, the schism remains between those who saw Gbagbo as a nationalist crusader against foreign meddling, and those who revile him for the bloody excesses of his time in power.
As Ivory Coast heads to elections in 2015, the leadership of the FPI ? at least, those who aren?t in jail or exile ? are gearing up to convince Ivorians that the party Gbagbo built can once again be trusted to run the country.
Not him
Gbagbo supporters say the former president has nothing to do with the 3,000 deaths that followed his refusal to cede power after losing a 2011 election. They say he didn?t use heavy weapons on civilians, as claimed by ICC prosecutors who are seeking a war crimes conviction against Gbagbo.
?He may have been wrong on some decisions. He was a human being,? says FPI spokesman Bamba Franck Mamadou. ?But President Gbagbo was not a killer.?
Rodrigue Kon?, a program officer for Freedom House says ?the FPI is like a boxer. He goes down to count, and wakes up, but he has not all his mind, and he wants to continue to box. Those who voted Laurent Gbagbo are still there.?
The party?s Interim Secretary-General Richard Kodjo casts the FPI as a resurgent political force that is being persecuted by Ouattara?s regime. He complained that the government sends soldiers to break up their meetings and tried to burn down their headquarters after a party rally in January.
?It?s now been two years since President Gbagbo was a victim of a coup d?etat. Those who did this were expecting to put down the FPI,? Mr. Kodjo says. ?But instead of that the FPI has not just resisted but, better, it has emerged.?
US help
FPI supporters say their defeat in 2011, as UN and French gunships fired on the presidential residence and Ouattara?s rebel allies fought their way through the city, was little more than an overthrow backed by the international community, particularly former colonial ruler France. To the former president?s supporters, the ICC indictment is similarly suspicious.
?During the crisis, all the people committed crimes,? says bakery worker Nastor Djaha. ?I don?t know why Gbagbo is the only one kept in prison.?
Ouattara has been criticized for doing little to reconcile the country and allowing his soldiers to crack down on anyone though to be loyal to the FPI. In response to a series of attacks in the country?s west and east last year, gendarmes and soldiers arbitrarily rounded up suspected Gbagbo supporters in the capital, subjected them to brutal treatment, and only released them from jail in exchange for cash, according to a Human Rights Watch report.
But in some ways, the FPI may be their own worst enemy. The party boycotted parliamentary elections in 2011 and local elections in 2013 because it doesn?t consider the electoral commission independent, Kodjo says. But that move also deprived them of the opportunity to reassert themselves in the country?s politics.
The party has also been holding out for a general amnesty, an unlikely step given Ouattara?s zeal for prosecuting former officials of Gbagbo?s government.
Even the party?s insistence that Ouattara's presidency is illegitimate got it into trouble. In 2011, the former speaker of the national assembly walked away from the party because they wouldn?t recognize Ouattara?s government.
?I think the FPI did themselves no favor by boycotting the recent elections,? Joseph Hellweg, a professor at Florida State University who studies Ivory Coast, wrote in an email. ?They might have received a protest vote and maintained a broader public forum for their party platform, beyond their press releases. Instead they chose to forgo both.?
Divisions between the supporters of the party could undermine their ability to campaign effectively, Mr. Kon? says.
?There will be difficulties to make a united coalition. You have those who want to fight the regime of Ouattara by democratic means, those who don?t want to accept at all the idea that Ouattara is president, those who by any means wants to get Ouattara out of power even by using arms,? Kon? says. ?There is not a constructive dynamic between all these entities.?
Kodjo is confident not only that the FPI would compete in the 2015 elections, but will win.
?We expect that in the 2015 elections people will not vote for Ouattara,? Kodjo says. ?We hope at that time we?ll have our [say] and take the power.?

Damage assessment to begin after fatal Okla. storm
OKLAHOMA CITY (AP) ? Emergency officials were preparing to survey tornado damage Saturday morning following the second major fatal storm to strike the Oklahoma City metropolitan area in several days.
The storm toppled cars and left commuters trapped on an interstate highway as it bore down during Friday's evening rush. Law enforcement officers and Red Cross damage assessment workers planned to head after dawn to areas in the city and its suburbs hit by what the National Weather Service reported were "several" tornadoes that rolled in from the prairie.
Five people were reported killed, including a mother and baby found in a vehicle. Amy Elliott, a spokeswoman for the state medical examiner, said early Saturday that she had no immediate word of additional fatalities. About 50 people were hurt, five critically, hospital officials said.
Violent weather also moved through the St. Louis area, ripping part of the roof off a suburban casino.
Meteorologists had warned about particularly nasty weather Friday but said the storm's fury didn't match that of a top-of-the-scale EF5 tornado that struck suburban Moore, where a tornado killed 24 on May 20.
The Friday storm, however, brought with it far more severe flooding than that storm. It dumped around 7 inches of rain on Oklahoma City in the span of a few hours and made the tornado difficult to spot for motorists trying to beat it home, said Bruce Thoren, a meteorologist with National Weather Service in Norman.
"Some tornadoes are wrapped in rain, so it's basically impossible to see, which is extremely dangerous," Thoren said. "Somebody driving along really not familiar with what's going on can basically drive into it."
The heavy rain and hail hampered rescue efforts in Oklahoma City. Frequent lightning roiled the skies well after the main threat had moved east. Highways and streets were clogged late into the night as motorists worked their way around flooded portions of the city.
Will Rogers World Airport said flights wouldn't resume until morning, after debris was cleared from runways.
Oklahoma Highway Patrol Trooper Betsy Randolph said it's not known if the woman was driving into the storm when it hit around 7 p.m. Friday near Union City, killing her and the infant. Another person died at El Reno, and the circumstances involving the other two deaths weren't immediately known, Elliott said.
Emergency officials reported that numerous injuries occurred in the area along I-40, and Randolph said there were toppled and wrecked cars littering the area. Troopers requested a number of ambulances at I-40 near Yukon, west of Oklahoma City.
Standing water was several feet deep, and in some places it looked more like a hurricane had passed through than a tornado. More than 86,000 utility customers were without power.
The U.S. averages more than 1,200 tornadoes a year and most are relatively small. Of the 60 EF5 tornadoes to hit since 1950, Oklahoma and Alabama have been hit the most ? seven times each.
In Missouri, the combination of high water and fallen power lines closed dozen of roads, snarling traffic on highways and side streets in the St. Louis area. At the Hollywood Casino in suburban of Maryland Heights, gamblers rushed from the floor as a storm blew out windows and tore off part of the roof.
Rich Gordon, of Jefferson City, said he was on the casino floor when he heard a loud "boom."
"I didn't know if it was lightning or what, but it was loud," Gordon said.
In Oklahoma, storm chasers with cameras in their cars transmitted video showing a number of funnels dropping from the supercell thunderstorm as it passed south of El Reno and into Oklahoma City just south of downtown. Police urged motorists to leave I-40 and seek a safe place.
"I'm in a car running from the tornado," said Amy Sharp, who last week pulled her fourth-grade daughter from the Plaza Towers Elementary School as a storm approached with 210 mph winds. "I'm in Norman and it just hit Yukon where I was staying" since last week's storm.
"I'm with my children who wanted their mother out of that town," Sharp said, her voice quivering with emotion.
At Will Rogers, passengers were directed into underground tunnels as the storm passed just north of the airfield. However, people near the area said they weren't aware of any damage.
Television cameras showed debris falling from the sky west of Oklahoma City and power transformers being knocked out by high winds across a wider area.
As the storm bore down on suburban Oklahoma City, Adrian Lillard, 28, of The Village, went to the basement of her mother's office building with a friend, her nieces, nephews and two dogs.
"My brother's house was in Moore, so it makes you take more immediate action," Lillard said while her young nieces played on a blanket on the floor of the parking garage. "We brought toys and snacks to try our best to keep them comfortable."
Friday evening's weather came after flash flooding and tornadoes killed three people in Arkansas late Thursday and early Friday. Three others were missing in floods that followed 6 inches of rain in the rugged Ouachita Mountains near Y City, 125 miles west of Little Rock.
This spring's tornado season got a late start, with unusually cool weather keeping funnel clouds at bay until mid-May. The season usually starts in March and then ramps up for the next couple of months.

Theater shooting suspect's insanity plea hearing delayed
DENVER (AP) ? Colorado theater shooting suspect James Holmes' insanity plea has been postponed at least until Tuesday.
Holmes was scheduled to appear in court Friday, but the judge delayed the hearing at the request of Holmes' lawyers.
Holmes is accused of killing 12 people and injuring 70 at a suburban Denver theater in July. He faces multiple charges of murder and attempted murder, and prosecutors are seeking the death penalty.
The judge was expected to formally accept Holmes' insanity plea Friday and advise him of the consequences of the plea.
The defense asked for more time to review the judge's recent ruling that rejected their contention that state laws on insanity and the death penalty violate Holmes' constitutional rights.
The judge granted the delay in an order Thursday.

'Shadow Dancer' review: A thriller that's too smart to thrill

LOS ANGELES (TheWrap.com) - Why isn't Clive Owen a bigger movie star? He has the looks, the intensity and certainly the acting skills required.
Maybe it's that he always seems to be a little too bright, to be holding something back and too aware of the ambiguities in the characters he's playing.
Like its star, "Shadow Dancer" somehow just misses. It's an Anglo-Irish thriller that's almost too smart and subtle to actually thrill. On the smaller TV screen, it likely would draw you in. On a big movie screen, it fails to pop.
And that's a disappointment because there's a great deal of talent on display in this twisting tale of intrigue and betrayal set against the Irish troubles in Belfast in the early 1990s. (The movie is based on a novel by journalist Tom Bradby, who also wrote the screenplay.)
Fast-rising British actress Andrea Riseborough ("W.E.") plays Collette, a single mother who's raising a young son in Belfast. Early in the movie, we see her wimp out on fully carrying out a planned IRA bombing in a London subway.
As she hurries from the scene, she is quickly apprehended and spirited away by a trio of men belonging to British intelligence. Their leader, Mac (Owen), has been watching her for months and recruits her as a mole by threatening that she'll be jailed and lose custody of her son.
He sends her back into the bosom of her family in Belfast, where both of her brothers ("Game of Thrones'" Aidan Gillen and "Harry Potter's" Domhnall Gleeson) are activists for the republican cause. As her brothers and their colleagues plan new operations against the British military and local authorities, Collette is torn between her old allegiances and her new one.
Everyone here has multiple agendas and often divided loyalties. Betrayal is simply another way of saving one's own skin or scheme. Just because the republicans are on the same side or even Mac and his boss (Gillian Anderson) are doesn't mean that they won't double-cross each other, often with deadly results.
Director James Marsh, best known for his "Man on Wire" and "Project Nim" documentaries, does a capable job of keeping multiple plot strands on track and gets impressive performances from his major and supporting players.
Where he fails, though, is in jacking up suspense. This is a film that is almost too restrained and muted for its own good. When the big finish comes, it doesn't feel as if the moment has been properly built up to; it feels but more as if it were tacked on, a concession to the notion that this is a thriller and needs a fiery action scene.
